While addressing the enforcement mechanisms to limit the number of people entering the country illegally in the future, Santorum shied away from addressing what he would do for the estimated 11 million undocumented immigrants currently living in the U.S. It has been a major sticking point dividing the GOP presidential candidates, ranging from Trump’s plan to deport all 11 million undocumented immigrants to former Florida Gov. Jeb Bush, who supports a legal status for certain immigrants.
This is why Santorum's message falls apart.

And then you have this statement:

“I think we need to eliminate those types of incentives that encourage people to come to this country illegally,” Santorum said. “But there are many things we need to do ahead of that. It wouldn’t be my priority.

So sum it up. He has no commitment to deport and remove illegal aliens. Removing incentives that lure illegal aliens into the country is not his priority. These are the most important immediate steps to solving this problem which is get them out and keep them out. This is why his message while perhaps first on the campaign circuit, doesn't stick and why no one is buying it.

Meanwhile, Trump is out there saying "get them the hell out of here", build a wall, remove the tax credit and welfare incentives, freeze green cards and pause immigration. Santorum only wants to reduce legal immigration by 25% when we need a full-blown 10 Year Moratorium.

So Santorium is not really carrying the torch at all, Trump is. Trump's the one who has put his ventures at risk for telling the truth about illegal immigration. He's personally vested in this cause now and wants and will work to achieve the goal he put his own company at risk to achieve for US.
