SAPD: Man charged in pregnant teen's shooting death fathered unborn child who died and toddler

    Updated 5:29 pm, Tuesday, March 7, 2017

Armando Garcia-Ramires, 35, faces two counts of capital murder. He was booked into the Bexar County jail
    on a $2 million bond.

The 35-year-old man accused of fatally shooting a pregnant teen was also the father of the unborn child, who later died, as well as a 1-year-old son who was unharmed, San Antonio police said Tuesday.
According to police, Armando Garcia-Ramires, who is currently in jail on a $2 million bond, lived near the 15-year-old victim, Jennifer Delgado, who was nine months pregnant.

It is unclear what motivated Garcia-Ramires to kill Delgado around 11 a.m. Monday at an apartment complex in the 1100 block of Babcock Road, but police say an unidentified woman recently discovered he was the father of both of children.

Police say the same woman first notified police that Garcia-Ramires attempted to kill himself in a wooded area near the apartment where he killed Delgado.
When officers arrived to the wooded area to investigate, they found Garcia-Ramires with a handgun, but he tossed it away when he was confronted by police because it was empty.

Police later discovered he had shot himself one time through the mouth with a .22-caliber handgun, apparently in an effort to kill himself.
Upon further interviews with the unidentified woman who informed them of Garcia-Ramires's relationship to Delgado, officers went to Delgado's apartment.

They found the front door kicked in. Inside, officers located Delgado's body. She had been shot in the head multiple times and was declared dead at the scene. Her body was taken to University Hospital in an unsuccessful effort to save her unborn child.

Police also found the 1-year-old son in the apartment .
Garcia-Ramires was transported to University Hospital. He was later booked into the Bexar County Jail on two capital murder charges after he was released from the hospital.

Illegal Alien 2x Released by ICE Charged With Shooting Underage Girl Carrying His Unborn Child

    By Andrew Eicher | March 13, 2017 | 12:05 PM EDT

    Armando Rodrigo Garcia-Ramires,
35, charged with two counts of
    murder. (Bexar County Jail.)

(CNSNews.com) – A 35-year-old illegal alien, twice released by Immigration and Customs Enforcement (ICE) under the Obama administration, allegedly shot a 15-year-old girl, killing her and their unborn child with whom she was 9 months pregnant, the Houston Chronicle reported on March 9.

ICE initially arrested Armando Garcia-Ramires of Mexico in January of 2011 through the Criminal Alien Program of San Antonio, but released him a month later, ICE spokeswoman Nina Pruneda said. In April 2016, ICE arrested him again and then again released him the following month.

Shortly after his second release, he impregnated the victim, 15-year-old Jennifer Delgado, before allegedly killing her and their unborn child 9 months later. He shot her multiple times in the head and, as My San Antonio reports, shot himself in the mouth in an apparent suicide attempt.

Following treatment at a local hospital, authorities booked Garcia-Ramires into Bexar County jail, where he remains on a $2 million bond. He has a 1-year-old son with the deceased Delgado.

Obama tried to legalize migrant accused of murdering 15-year-old step-daughter

By Stephen Dinan - The Washington Times - Updated: 7:21 p.m. on Tuesday, March 21, 2017

The Obama administration last year began the process of granting legal status to a 36-year-old illegal immigrant with a long criminal rap sheet whom agents had twice tried to deport, and who now stands accused of killing his 15-year-old girlfriend, mother of one child with him and pregnant with another.

The Texas case, involving Armando Garcia-Ramirez, a Mexican, is raising new questions about immigration enforcement under President Obama, as supporters of President Trump point to the matter as proof of a broken immigration system.

Mr. Garcia may even have been the girl’s stepfather at the time he impregnated her — something federal authorities apparently missed last year after he was arrested for smuggling five other illegal immigrants into the U.S.

Prosecutors declined to pursue the smuggling case, and Mr. Garcia made bond on immigration charges and was let go.

Months later Mr. Garcia was even approved for a work permit, letting him get a job and making him eligible for taxpayer benefits.

“This guy is the reason that Trump got elected,” said Rep. Duncan Hunter, California Republican. “No matter how many times people say it’s not true, and the media says things like this are on the fringe, this is why Trump got elected. And in California, this is not a fringe case.”

Mr. Garcia’s criminal record is lengthy.

He was arrested in 2008 for assault, but the local prosecutor opted to drop the case. He was charged with theft in 2009, but the case was dismissed. In 2011 immigration agents arrested him and tried to deport him, but he was granted bond and released.

It’s unclear what happened to that case, but five years later, he was still in the U.S., where he was arrested for smuggling five other illegal immigrants, according to federal documents. Mr. Garcia was turned over to Homeland Security agents, who pushed for a trial, but the local U.S. attorney refused to prosecute, saying there wasn’t a good witness.

Immigration agents again tried to deport Mr. Garcia, but he was again released on bond. A month and a half after he was released, he applied for legal status in the U.S. — despite his criminal record — and in November 2016 the Obama administration approved his work permit, giving him the right to work, get a driver’s license and apply for a Social Security number and taxpayer benefits.

Mr. Garcia’s case touched all three immigration agencies within Homeland Security: Customs and Border Protection, where Border Patrol agents were involved in the smuggling case; U.S. Immigration and Customs Enforcement, which handled the failed deportation efforts; and U.S. Citizenship and Immigration Services, which is the agency he asked to approve his legal status.

CBP and USCIS declined to comment, while ICE officials said it was immigration judges who granted him bond in both deportation cases. ICE failed to explain why the cases were never pursued further to actually deport Mr. Garcia from the country.

In the latest case, Mr. Garcia apparently had a lengthy relationship with the 15-year-old girl, whom local reports identified as Jennifer Delgado. According to local news reports, Mr. Garcia was Delgado’s stepfather, and federal documents say they had a one-year-old child together, and that Delgado was nine months pregnant with another child of his.

The one-year-old child would have already been born — to a girl who would have been 14 at the time — when ICE agents and prosecutors last had Mr. Garcia in their custody.

“She cannot consent to sex, so he was obviously sexually assaulting her or sexually abusing her for a number of years in that situation,” Randy McGibney, director of programs at ChildSafe, told News 4 San Antonio.

Federal documents say Mr. Garcia subsequently tried to commit suicide with the .22 caliber weapon used to kill his girlfriend and stepdaughter.

ICE agents have once again said they’ll try to deport him, if and when he’s released by Texas authorities after the conclusion of his case — and any sentence — on the new murder charge.
For Mr. Hunter, however, it’s too late.

“This is common sense. After his first arrest, he should have been sent home, period. Not bonded out. Sent home, quickly,” the congressman said. “This guy would be at the front of the line under President Trump.”

Obama’s DOJ Protected Alien Child Rapist Now Accused of Murder

    by BOB PRICE
    8 Apr 2017
    San Antonio, TX

An illegal alien who allegedly twice raped his 15-year-old stepdaughter now stands accused of murdering the girl after Obama’s Department of Justice refused to prosecute him on human smuggling charges. ICE officers were never able to deport the man despite a lengthy criminal history that includes charges of assault, burglary, and human smuggling.

Many opportunities to prevent the needless rape and murder of a young Texas girl slipped by the wayside before 36-year-old Armando Rodrigo Garcia-Ramirez twice impregnated his victim, Jennifer Delgado. In 2008, police arrested the Mexican national for assault. A local prosecutor chose to drop the charges, the Washington Times reported. In 2009, Garcia-Ramires found himself in custody – this time, charged with assault. Prosecutors also dismissed this charge.

In 2011, U.S. Immigration and Customs Enforcement (ICE) officers took arrested the man and attempted to deport him. A judge granted the man bond and released him. No further information about this case is currently available.

ICE officers took another shot at deporting Garcia-Ramirez in 2016 after he was arrested and charged with smuggling five illegal aliens into the country. ICE officers arrested him and asked the U.S. Attorney for the Western District of Texas to press charges. Claiming the lack of a good witness, the U.S. Attorney declined to prosecute.

By this time, the 36-year-old man had already fathered a child with the teenage girl who he would later kill, the Daily Mail reported. One month later, he impregnated the girl again.

Despite his criminal history, Garcia-Ramirez applied for legal status. The Obama Administration granted him a work permit.

In early March, Garcia-Ramirez asked the teenage girl’s mother to meet him at a bank so that he could give her some money they had been arguing over. The mother, identified in court records as “O,” left Delgado and her baby at home while she went to meet him at the bank.

Instead of meeting “O” at the bank, Garcia-Ramirez went to the house and shot the 9-month pregnant girl twice, killing her and her unborn child. He left the 1-year-old child unharmed and fled the scene, the Daily Mail reported.

“O” called him to ask where he was and he told her he was near her apartment. He said he couldn’t live without her and shot himself with his .22 caliber handgun.

Police arrived and found the man alive. He sustained a bullet wound to his chin. Police reported he held the pistol in the air and pulled the trigger and then collapsed. An ambulance transported the man to a local hospital where he received treatment for his self-inflicted wound.

The two responding officers then went to the apartment and found the young girl. Garcia-Rameriz reportedly shot her several times in the head.

Garcia-Ramirez remains in custody in the Bexar County jail in San Antonio without bond. He faces two counts of capital murder.

ICE placed an immigration detainer on the Mexican national.

This is not the first time a Mexican national has gone on to commit heinous crimes after the U.S. Attorney’s Office in San Antonio declined prosecution of a criminal alien.

At about the same time the DOJ refused to prosecute Garcia-Ramirez on the human smuggling charges, prosecutors in the San Antonio DOJ office declined to prosecute Nicondemo Coria-Gonzales, a four-time previously deported illegal alien from Mexico. ICE officials requested the Mexican national be prosecuted for illegal re-entry after deportation. Enforcement and Removal Operations (ERO) officers were left with no option but to deport the man again. He returned a few months later and began a crime spree leaving at least nine Austin women assaulted and raped, Breitbart Texas reported.

President Barack Obama appointed Richard L. Durbin, Jr., as the U.S. Attorney for the Western District of Texas in December 2014. He remains in that position following the swearing in of President Donald Trump in January.
