    The man suspected of gunning down a young woman at random at a popular San Francisco tourist spot on Wednesday has been “deported to Mexico several times,” according to a report by the local ABC News affiliate.

    The woman, 32-year-old Kathryn Steinle (“Kate”), was struck in the chest with a bulletwhile visiting Pier 14 on the Embarcadero with her family. She was rushed to a nearby hospital but doctors were unable to save her, as she died in her parents’ arms a few hours later.

    The suspect, Francisco Sanchez, was identified as being in his mid-40s and on probation from Texas due to previous, undisclosed crimes. He was arrested after tips from passers-by. Officials said that the killing appeared to be random. Police believe they have recovered the murder weapon from the waters of the San Francisco Bay near the pier, where the suspect allegedly tossed it.


    On Thursday, two news crews filming live at Pier 14 were mugged at the scene, and one cameraman was pistol-whipped.

    The San Francisco Chronicle described Steinle’s last moments in heartbreaking detail:

    “She fought for her life,” [Liz] Sullivan said, adding that her daughter’s heart had stopped two times, and was restarted, in the ambulance.


    “It was a battle, but she just didn’t make it,” she said. “It was horrific, but we knew the minute they came to talk to us, it wasn’t good. But it was so nice to go in and be with her.”


    Sullivan said that in their final moments together, she softly touched her daughter’s face — a face she used to paint when the young woman was a little girl.


    “We have deep faith,” Jim Steinle said, adding, “Our faith isn’t to the point where we’re ready to forgive.”

    The man arrested in connection with the seemingly random killing of a woman who was out for a stroll with her father along the San Francisco waterfront is an illegal immigrant who previously had been deported five times, federal immigration officials say.

    Further, Immigration and Customs Enforcement says San Francisco had him in their custody earlier this year but failed to notify ICE when he was released.


    "DHS records indicate ICE lodged an immigration detainer on the subject at that time, requesting notification prior to his release so ICE officers could make arrangements to take custody. The detainer was not honored," ICE said in a statement Friday afternoon.


    Kathryn Steinle was killed Wednesday evening at Pier 14 -- one of the busiest tourist destinations in the city.


    Police said Thursday they arrested Francisco Sanchez in the shooting an hour after it occurred.


    On Friday, ICE revealed their records indicate the individual has been previously deported five times, most recently in 2009, and is from Mexico.

    "His criminal history includes seven prior felony convictions, four involving narcotics charges," ICE said in a statement.

    ICE briefly had him in their custody in March after he had served his latest sentence for "felony re-entry," but turned him over to San Francisco police on an outstanding drug warrant. At this time, ICE issued the detainer -- effectively asking that he be turned back over to ICE when San Francisco was finished with him.


    But ICE was not notified. The incident is sure to renew criticism of San Francisco's sanctuary city policies.


    "Here's a jurisdiction that's not even honoring our detainer for someone who clearly is an egregious offender," an ICE official told FoxNews.com.


    ICE has since lodged another immigration detainer against the individual, though it's unclear whether San Francisco will cooperate.


    A representative with the police department has not yet responded to a request for comment from FoxNews.com.


    Police Sgt. Michael Andraychak earlier said witnesses snapped photos of Sanchez immediately after the shooting and the images helped police make the arrest.


    Liz Sullivan told the San Francisco Chronicle that her 32-year-old daughter turned to her father after she was shot and said she didn't feel well before collapsing.


    "She just kept saying, 'Dad, help me, help me,'" Sullivan said. Her father reportedly tried to do CPR before she was rushed to the hospital.


    The immigration detainer issued against the suspect earlier this year would have initiated the process of removing him from the U.S. once again.


    "ICE places detainers on aliens arrested on criminal charges to ensure dangerous criminals are not released from prisons or jails into our communities," ICE said in the statement. "The agency remains committed to working collaboratively with its law enforcement partners to ensure the public's safety."

    Five-time deportee and seven-time convicted felon Francisco Sanchez has been jailed on suspicion of shooting and killing 31-year-old Kathryn Steinle Wednesday evening while taking photos with her father at Pier 14 in San Francisco, California. Sanchez was freed after the San Francisco Sheriff’s Department refused to honor a request by U.S. Immigration and Customs Enforcement (ICE) to detain him, following a policy adopted in 2014. He was arrested soon after the shooting.

    Sanchez, 45, is on active probation out of Texas, according to San Francisco Police. He has been booked on suspicion of homicide in connection with the shooting.
    Sanchez has an extensive criminal and immigration record, according to ICE spokesperson Virginia Kice. An ICE detainer against Sanchez in March was denied. ICE was not notified before Sanchez was released.

    ICE released the following statement on Sanchez to Breitbart News:


    U.S. Immigration and Customs Enforcement (ICE) has lodged an immigration detainer against the man arrested by the San Francisco Police Department for Wednesday night’s fatal shooting in the Embarcadero. Department of Homeland Security (DHS) databases indicate the individual charged in this case has been previously deported five times, most recently in 2009. His criminal history includes seven prior felony convictions, four involving narcotics charges.


    ICE’s latest encounter with the murder suspect occurred in March when he was remanded to our custody after serving a multi-year federal prison sentence for felony re-entry after deportation. According to DHS databases, ICE turned the individual over to the San Francisco Police Department March 26 on an outstanding drug warrant. DHS records indicate ICE lodged an immigration detainer on the subject at that time, requesting notification prior to his release so ICE officers could make arrangements to take custody. The detainer was not honored.


    ICE places detainers on aliens arrested on criminal charges to ensure dangerous criminals are not released from prisons or jails into our communities. The agency remains committed to working collaboratively with its law enforcement partners to ensure the public’s safety.


    Last year, San Francisco Sheriff Ross Mirkarimi announced “that effective immediately; the San Francisco Sheriff’s Department will no longer honor U.S. Immigration and Customs Enforcement (ICE) detainers unless they are supported by judicial determination of probable cause or with a warrant of arrest.”

    The shift was announced in support of efforts at immigration reform, and after court cases challenging detainers in other states and counties.


    “My long-held belief is that local law enforcement should not be in the civil immigration detainer business,” Mirikami announced, reminding the public that he had campaigned on a promise to separate “the local criminal justice system from the immigration enforcement system.”


    The Pier 14 shooting is the latest in a series of similar crimes. In October, an illegal alien murdered two police and shoot another officer and a civilian in Sacramento.

    In 2008, an illegal alien gang member shot and killed Jamiel Shaw Jr. within hours of being released from jail in L.A. He would have qualified for legal status under Obama’s executive action on immigration and under provisions of the “Gang of Eight” Immigration bill, Breitbart News previously reported.
    In testimony before Congress, Shaw’s father, Jamiel Shaw Sr., said, “Jamiel was just 17 years young and a football superstar destined for greatness when he was gunned down three doors from our home while his mother was serving in Iraq.”

    Information is still being gathered on Sanchez. Calls to the San Francisco Police Department have revealed no additional information, and offices are closed for the 4th of July holiday.

    The San Francisco Sheriff’s Department–a separate law enforcement agency from the police–promised a response to inquiries from Breitbart News.

    This death with thousands of others belongs to every member of Congress and every POTUS for the past thirty years. Open borders and illegal aliens allowed by them is abetting crime, in the least. this is why I am glad no one presently serves in D.C. that I've voted for. What is Homeland Security providing when this happens right in a gateway city, on a pier frequented by tourists?

    When government will not even protect the physical safety of it's citizens, what need is it? In my experience, very little to NONE!

    U.S. immigration officials said Friday that the San Francisco Police Department did not honor a request they made in March to hold onto a Mexican citizen who is now charged in the random shooting of a tourist on the San Francisco pier.

    Francisco Sanchez, 45, has been charged with killing a 31-year-old woman who was strolling with her family along the scenic Embarcadero waterfront on Wednesday evening, police said.


    The victim, identified as Kathryn Steinle of Pleasanton Calif., was struck in the chest after posing for photos at Pier 14 with her father, who had his arm around her, the San Francisco Chronicle reported.


    "There was a pop, and Kate went down," 68-year-old Jim Steinle told the newspaper. She died later at San Francisco General Hospital.


    Police say the suspect never exchanged words with Steinle before he opened fire,KGO-TV reports.


    There does not appear to be any connection between the victim and the suspect," said Sgt. Michael Andraychak, according to KGO. "At this point, it appears to be a random shooting incident."


    Police quickly flooded the area with officers, who were helped in their search by photos of the suspect taken by bystanders.

    Within an hour, police arrested Sanchez on a nearby street corner.


    A gun believed to have been used in the shooting was recovered in the water next to the pier on Thursday by police dive teams using sonar equipment, KGO reports.

    Police said at the time of his arrest only that Sanchez was on "active probation" from Texas.

    Gillian Christensen, spokesperson for U.S. Immigration and Customs Enforcement (ICE), said the suspect in the case — without referring to him by name — had been previously deported five times, most recently in 2009, and had a criminal history that included seven prior felony convictions, including four narcotics charges.


    Christensen said that according to databases of the Department of Homeland Security, ICE turned him over to the San Francisco police department in March "on an outstanding drug warrant." ICE officials requested that they be informed whenever the suspect was set to be released, but "the detainer was not honored."


    "ICE places detainers on aliens arrested on criminal charges to ensure dangerous criminals are not released from prisons or jails into our communities," she said. "The agency remains committed to working collaboratively with its law enforcement partners to ensure the public's safety."


    The question of immigration "detainers", or "holds," have become controversial in recent years as local law enforcement agencies have fought back against the federal government's requests to hold suspects based on their immigration status.


    Through a federal program called Secure Communities, ICE agents request local agencies to hold people who are no longer facing local charges. That includes people who have completed their jail time, are no longer suspects in crimes or have posted bond as they await trial.


    If ICE agents determine those people have problems with their immigration status, they would request that the local agency "hold" the person so an ICE agent could pick them up. But local law enforcement agencies have fought back, arguing that holding so many suspects costs them money and damages their credibility with the communities they serve.


    In 2013, the California State Assembly passed the Trust Act, which allows local agencies to treat ICE detainer requests as voluntary. Only people facing serious felonies must be held for ICE agents. After the law went into effect in 2014, California Attorney General Kamala Harris explained the state's problems with ICE holds.


    "When local law enforcement officials are seen as de facto immigration enforcers, it erodes the trust between our peace officers and the communities they serve," she wrote in a bulletin to state law enforcement agencies.

    SFPD Make Arrest in Pier 14 Homicide

    On July, 1, 2015 at approximately 6:30 PM, San Francisco Police Officers responded to a call of a shooting that occurred on Pier 14 (located on Embarcadero and Mission). Upon arrival Officers discovered a 31 year old female suffering from a gunshot wound to her upper torso. With the help of a Good Samaritan, Officers quickly rendered aid to the victim until paramedics arrived on scene. The victim was immediately transported to San Francisco General Hospital where she tragically succumbed to her injuries.

    Minutes after the incident, Officers received a description of a person of interest. Officers flooded the area in search of this individual and located the subject on the corner of Embarcadero and Townsend at approximately 7:25PM. He was then transported to the Homicide Unit for further investigation.

    Taken into custody was Francisco Sanchez, 45 years old, Hispanic male, of Texas. He was booked at San Francisco County Jail for homicide. A booking photo is attached to this press release. Sanchez is on active probation out of the state of Texas.

    During the investigation, Inspectors developed probable cause to arrest Sanchez with information obtained during interviews and from evidence that was retrieved.

    The family of the victim expresses appreciation to the good Samaritans at the scene who rendered aid, those witnesses who provided information and photographs, to the police officers and firefighters who responded within minutes of the call to 911, and the staff of San Francisco General Hospital for all their efforts.

    The assistance of witnesses who remained at the scene and provided police officers with descriptions and photographs of the suspect was of instrumental value in solving this crime.

    Within minutes of obtaining this information, officers at the scene were able to share the description and photo to officers searching the area. This combination of community support and use of technology allowed officers to make a quick apprehension of the suspect.
