    Border fence construction to begin at UTB-TSC

    Ground will be broken next week on the border fence at the University of Texas at Brownsville and Texas Southmost College.

    In July, UTB-TSC and the federal government arrived at an agreement that would leave the campus virtually unscathed, allowing for a renovation of existing fencing and the addition of cameras and sensors.

    On Tuesday, UTB-TSC awarded a $1.04 million contract with Thrall, Texas-based Construction Rent-A-Fence to execute its plans. Six firms submitted bids for the project.

    In the course of construction, some fencing will be heightened to 8- to 10-feet, and some segments will be replaced entirely.

    The upgrades-a far cry from the 18-foot-tall steel fence the government had initially planned for the campus-are expected to be completed by Dec. 31, according to project manager Michael Putegnat.

    The university's compromise with the Department of Homeland Security has since been hailed as a model for other contested border fence cases. But so far, the agreement-finalized in an August court order-has not been replicated for any other institution or individual.

    Since the order was filed, UTB-TSC acquired the property and buildings between its campus and the U.S. Point of Entry at Gateway Bridge. The university will extend security fencing along the area for $380,000.

    UTB-TSC will also spend approximately $250,000 to enhance security technology on its campus, as the federal government requested in the original compromise.

    Because of legal holdups, no conventional border fencing of any kind has yet been erected in Cameron County. However, contracts for several segments west of Brownsville were awarded last week.

    Work began today on fencing at the University of Texas at Brownsville and Texas Southmost College - the product of a compromise between the university and the Department of Homeland Security.

    Construction workers are currently excavating land along the fence's footprint. Next, a concrete base will be laid to ensure that undocumented immigrants cannot slip under the barricade.

    University employees are referring to the barrier as a "campus fence," calling it a structure that would have been built even without the urgings of the federal government. But the compromise with DHS has accelerated the construction process. It must be completed by Dec. 31, 2008.

    Hmmm........the article doesn't say much about the construction of this so-called compromised fence other than it'll be 8 to 10 feet tall with a concrete base. Give me a good pole and I could probably vault over it.

    IMO, they should have stuck with the original plan for 18 foot steel fencing.

    Work crews from Construction-Rent-A-Fence of Thrall, Texas, broke ground this week on a 10-foot border fence that will run 71 miles along the southern end of the UT-Brownsville campus.

    Tom Ford, president of the company, said only trenching for the new fence has been completed. The project will likely not move forward for another two weeks because of heavy rain in the area.

    Last week, contractors removed an existing fence from sites where the new fence will be installed, and surveyors worked to decide on specifications for the fence.

    Ford said that without the existing fence in place, there is no physical barrier for security purposes on the southern end of campus, just north of the university’s golf course. While the fence is constructed, the area will be heavily patrolled by border agents, Ford said.

    Ford described working on the border fence as “really just another job.â€
