    Take them to the nearest Consulate and drop 'em. If the Consulate releases them back on US soil, order the Consulates closed and all aid and trade denied with that country.

    If the children are illegal and Mexican, contact the nearest Mexican orphanage to a port of entry and give them a date and time to pick up the abandoned Mexican citizen children. Additionally, make sure to info the proper Mexican authorities of the planned release. I doubt they can refuse to take custody of their own abandoned citizen children.

    As for the children of other countries, contact the proper authorities in that country and request permission to fly the children in for pick up by an orphanage in that country. Should the country's government refuse, then inform them that all visas and travel from that country is suspended until plans are made to acquire custody of the children.

    Everybody else seems to have a plan ...... guess I can too.
