At 1:30, the narrator's question to a DPS officer, "How does writing tickets work when no one is a US Citizen with a valid DL?"
He saw all Venezuelan IDs

DPS officer reply: "Honestly, we just write them a ticket and ask for a photo ID since none are US Citizens. You just hope there is an accurate address on the ID. If the local jail were to process them for licenses, it would be full in one night. Usually how it works is they get a court date, you just hope they show up and pay the fine. But, they usually don't. If they don't there is a warrant out for their arrest, but good luck finding them."
