Yes, if it happened, that is exactly what she should do. But look at her "essay". She meets a man at the "Capitol". Well, the guy she's accusing has only been in office since 2010 and she claims this happened in 2007, 3 years before he was elected to the state legislature.

And the Fox article is citing the statute of limitations for DC instead of the state of Washington where this supposedly happened.

She writes that she asked a friend if she should go to the hospital. Why? No condom? Afraid of AIDS. No birth control? Afraid of getting pregnant? Proof of sex? Injuries? Why?
