    Actually, around here, we don't see that much, but ordinary police have on vests, and so much paraphernalia hanging off them, I don't see how they function. They have to walk with their elbows bent.

    It possible towns got monies to hire police forces. Our small town had a contract with the sheriff's department to enforce the law inside the city. It worked well, as far as I could tell. Suddenly, this city had the money to hire a chief and 3 full time police officers, fully equipped cars, a pickup , a K-9 unit, etc. They didn't have that kind of money.
