But actually executing such a bilateral agreement, it wouldn't stay a secret for long in our country! And we would have the authority and justification to Impeach him and do a whole lot more after that!

Of course it wouldn't stay secret. Trump would be off and running telling US all about it at his rallies, pressers, posting it on the web, Tweeting night and day about it, etc., etc., etc. Trump would consider it a wonderful thing and it would be. Everything he wants to do with Russia is a good thing, not a negative thing.
