    (Reuters) - President Barack Obama has signed a secret order authorizing U.S. support for rebels seeking to depose Syrian President Bashar al-Assad and his government, U.S. sources familiar with the matter said.

    Obama's order, approved earlier this year and known as an intelligence "finding," broadly permits the CIA and other U.S. agencies to provide support that could help the rebels oust Assad.

    This and other developments signal a shift toward growing, albeit still circumscribed, support for Assad's armed opponents - a shift that intensified following last month's failure of the U.N. Security Council to agree on tougher sanctions against the Damascus government.

    The White House is for now apparently stopping short of giving the rebels lethal weapons, even as some U.S. allies do just that.

    CHICAGO -- Illinois Governor Pat Quinn on Tuesday proposed a state ban on assault weapons in the aftermath of the July 20 movie theater massacre in Colorado in which a former graduate student is charged with killing 12 people with guns including a semi-automatic rifle.

    Quinn, a Democrat, called himself a "strong supporter" of the constitutional right to bear arms, but said in a letter to state legislators that the proliferation of military-style assault weapons undermines public safety.

    "There is no place in the state of Illinois for weapons designed to rapidly fire at human targets at close range," said Quinn, who also proposed a ban on high-capacity ammunition magazines.

    Rep. Ron Paul (R-Texas) in his run for the Republican Party’s presidential nomination was famously following a “delegate strategy” aimed at caucus states, rather than striving for mass popular votes in primary states. The advantage of this strategy is that its results were more malleable and less cut and dried than “you earn delegates based on the popular vote.”

    Now the disadvantages of that delegate strategy are becoming clear: The results are more malleable and less cut and dried than “you get delegates based on the popular vote.”

    In four states, the question of how many delegates to the Republican National Convention in Tampa in late August will end up dedicated to Paul is embroiled in challenges and appeals to the national party.

    Goode is running for president on the Constitution Party ticket, and his candidacy has Republicans sweating: Goode is pulling fully 9% of Virginia’s vote, according to a mid-July Public Policy Polling survey, leaving Obama ahead of Romney 49% to 35%. In a tight election where Virginia’s 13 electoral college votes could make or break the Romney’s candidacy, even 2% for Goode could pull enough Republicans away to hand the historically red state to Obama in November.

    Goode could easily maintain at least a few percentage points in Virginia through the fall. He remains a popular local figure who served in the Virginia State Senate for 24 years and then then represented VA’s 5th district in the U.S. House until 2009. His platform is simple—he can recite it under 15 seconds. “One: balance the budget now, not later. Two: Get Americans jobs by ending illegal immigration and making legal immigration harder. Lastly: Impose term limits.”

    UPDATE: The House passed the legislation Tuesday night by a vote of 261-116. The bill now goes to President Obama’s desk for his signature.

    The House of Representatives is set to consider legislation Tuesday that would exempt certain presidential appointees from having to be confirmed by the Senate.

    But a number of conservative groups are arguing that the “Presidential Efficiency and Streamlining Act” amounts to Congress neutering itself and giving the executive branch unprecedented power. Presidential appointees that would no longer require Senate confirmation under the legislation include the treasurer of the United States and the deputy administrator of the Federal Aviation Administration.

    “The United States Constitution does not bestow kingly powers on the President to appoint the senior officers of the government with no process,” wrote Thomas McClusky, the senior vice president for the Family Research Council’s legislative arm, in a Monday memo to lawmakers.

    Today, 10 OREGON alternate delegates filed credentials contests with the RNC on their own behalf against the 'appointed' friendlies, insiders, and cronies of the Oregon Republican Party Executive Board.

    This filing by 10 of the alternate delegates of Oregon on their own behalf is in addition to a separate filing being made on behalf of all of the alternate delegates by the Ron Paul Campaign counsel.

    Here is an excerpt:

    SUMMARY OF POSITION:

    Point 1: The Oregon Republican Party [hereinafter “ORP”] through its representatives engaged in multiple forms of unlawful and ultra vires conduct designed to facilitate the appointment of political favorites, insiders and cronies as credentialed delegates to the 2012 Republican National Convention in place of individuals selected by duly-credentialed party members according to governing rules. That unlawful and ultra vires conduct included:

    a. providing deliberate misinformation to credentialed delegates attending duly-convened and lawful Congressional District Conventions in order to prevent those credentialed delegates from casting lawful and required ballots according to governing rules;

    b. engaging in reprehensible conduct designed to prevent credentialed delegates attending duly-convened and lawful Congressional District Conventions from physically casting lawful and required ballots according to governing rules; and

    c. disregarding the ballots for certain delegate positions duly cast by credentialed delegates attending duly-convened and lawful Congressional District Conventions according to governing rules.

    2. As a result of the misconduct and ultra vires behavior by ORP officials, certain Oregon alternative delegates to the 2012 Republican National Convention were credentialed and certified who were not, in fact, selected according to governing law and rules; one of the alternate delegates who was not selected according to governing law and rules is [Contestee ...name excluded for privacy..].

    I'm no fan of the scumbag Harry Reid, but could this be true? If not, why hasn't he released these records?

    WASHINGTON -- Senate Majority Leader Harry Reid (D-Nev.) has what he says is an informed explanation for why Mitt Romney refuses to release additional tax returns. According a Bain investor, Reid charged, Romney didn't pay any taxes for 10 years.

    In a wide-ranging interview with The Huffington Post from his office on Capitol Hill, Reid saved some of his toughest words for the presumptive Republican presidential nominee. Romney couldn't make it through a Senate confirmation process as a mere Cabinet nominee, the majority leader insisted, owing to the opaqueness of his personal finances.

    "His poor father must be so embarrassed about his son," Reid said, in reference to George Romney's standard-setting decision to turn over 12 years of tax returns when he ran for president in the late 1960s.

    Saying he had "no problem with somebody being really, really wealthy," Reid sat up in his chair a bit before stirring the pot further. A month or so ago, he said, a person who had invested with Bain Capital called his office.
    "Harry, he didn't pay any taxes for 10 years," Reid recounted the person as saying.

    "He didn't pay taxes for 10 years! Now, do I know that that's true? Well, I'm not certain," said Reid. "But obviously he can't release those tax returns. How would it look?

    "You guys have said his wealth is $250 million," Reid went on. "Not a chance in the world. It's a lot more than that. I mean, you do pretty well if you don't pay taxes for 10 years when you're making millions and millions of dollars."

    The highest ranked Democrat in Congress, Reid is known more as a back room brawler than a public flamethrower. So his willingness to throw this private conversation into the media frenzy over Romney's taxes underscores the low opinion he has of the Republican candidate.
