    NEW BORDER VIOLENCE ERUPTS WITH MEXICO CARTEL RIFT

    REYNOSA, Mexico — This border city and others near the eastern end of the U.S. border escaped the worst of Mexico’s bloody drug war for years, but now the bodies are piling up, several journalists are reportedly missing or dead and once-busy streets are empty after dark.

    The crumbling of an alliance between two Mexican drug gangs has plunged the 200-mile stretch of border into violence, raising fears of a new front in the drug war, a U.S. anti-drug official told The Associated Press.

    In Mexican border cities stretching from Matamoros near the Gulf to Nuevo Laredo, gunfire has been heard almost daily, and at least 49 people were killed in drug war-related violence in less than six weeks.

    Reynosa’s main plaza and Calle Hidalgo, a pedestrian shopping street, still bustle during the day. Shoeshiners were doing brisk business on a recent afternoon. But the streets are deserted by evening, clothing store manager Manuel Diaz said.

    BROWNSVILLE, TX (KTRK) -- Violence in Mexico is spilling over into Texas. After months of increasing violence along the border, Governor Rick Perry says enough is enough. He has a new plan to protect Americans during Spring Break, one of the busiest tourist times for Mexico.


    Extra ground, air and maritime patrols have been put on alert. The first stage of the state's border violence plan has been activated after another round of attacks on the border.
    For years, Texans on the U.S. side of the border lived just feet from Mexico, but far enough from the danger. The fear now is that that distance is shrinking. Law enforcement insists their holding the line.
    "Things are as bad as I've seen in Mexico for a long, long time. It appears to be almost a lawless situation right now, but that's not this community," said Chief Victor Rodriguez of the McAllen Police Department.
    On Sunday night, four men met at a McAllen Walmart parking lot, likely connected to some sort of drug business. Before it was over, two of the men were shot, one dumped in a nearby drainage canal to die. He survived with a wound to the back of his head.
    One of the suspects is expected to be charged Tuesday with attempted capital murder. All of them, suspects and victims, are likely linked somehow to Mexico's drug cartels.
    "We feel that this case is going to be one of those pieces ultimately of a puzzle that is the whole scene," said Chief Rodriguez.
    He tells us what is going on here is a gathering storm of drug cartel related crime. On Sunday he says it rained violence when the two men were kidnapped and shot on Sunday.
    But it is not just there. The murders in Ciudad Juarez of U.S. Consulate employees this weekend also has Texans on edge.
    Put it all together and that is why the governor says he is activating this plan. The Department of Public Safety and the National Guard will step up aerial patrols of the border in coming days. Together with border law enforcement, they will do all they can to keep the violence on the Mexican side of a very close border.
    "I think they'll think twice about taking whatever actions they're taking in Mexico," said Sheriff Omar Lucio of Cameron County. "I think they will realize that, yes, this is a little different when you come out here as far as that goes."
    The spillover violence protection plan was activated once before. That was in February 2009. The violence in northern Mexico died down on its own at that point and the plan was put back on the shelf.
    Mexican President Felipe Calderon was in Juarez on Tuesday where there have been thousands of murders in the last year. He says he has a plan to give the city more jobs in the hope of luring young people away from the cartels and into the legitimate economy.
    Border violence will likely be the main topic of the 14th annual Border Issues Conference Wednesday and Thursday in Washington. The meetings will include congressional and administration leaders, Mexico's ambassador to the U.S., and representatives from several organizations.

    Texas Governor Calls On Feds To Take Action On Mexican Border Violence

    The US State Department on Monday issued a travel advisory for Mexico, warning US nationals from traveling to border towns in the northern areas of Mexico due to the escalating drug-related violence in the region.

    The travel advisory is for the Mexican states of Durango, Coahuila and Chihuahua, and it warns U.S. citizens to "exercise extreme caution" while traveling through or visiting the mentioned areas that boarders the United States.

    "Drug cartels and associated criminal elements have retaliated violently against individuals who speak out against them or whom they otherwise view as a threat to their organizations," the statement reads.

    The State Department also authorized U.S. staff in six consulates along the US-Mexican border to send their family back home to the United States for safety reasons. The six consulates are located in the border cities of Tijuana, Nogales, Ciudad Juarez, Nuevo Laredo, Monterrey and Matamoros.

    The State Department travel advisory comes days after suspected drug cartel hit men gunned down three people connected to the US consulate in the Mexican border city of Ciudad Juarez in two separate attacks on Saturday.

    In the first attack, consulate employee Lesley Enriquez and her husband Arthur Redelf were shot dead in their car by suspected drug cartel hit-men, but their one-year-old baby was found unharmed in the back seat of the car.


    In a separate attack on Saturday, Jorge Alberto Salcido Ceniceros, the Mexican husband of another consulate employee, was shot dead in Ciudad Juarez, which is now gaining the reputation of being Mexico's crime capital.

    More than 2,600 people were murdered in the city of Ciudad Juarez in drug-related violence last year. The city, which has a population of 1.3 million, is located along a major route used for smuggling drugs into the United States, and is directly across the border from El Paso, Texas.

    Though the Mexican and US authorities blamed a gang linked to the powerful Juarez drug cartel for the the drive-by killings hours after they occurred, it is not clear why the US consulate employees were specifically targeted.

    In a statement released after the murders, the White House said in a statement that U.S. President Barack Obama was 'deeply saddened and outraged' by the killings.

    President Obama "extends his condolences to the families and condemns these attacks on consular and diplomatic personnel serving at our foreign missions," the statement said. "In concert with Mexican authorities, we will work tirelessly to bring their killers to justice."

    US Issues Travel Advisory For Mexico After Consulate Killings

    More than 15,000 people have been killed in Mexico in drug-related violence in the last three years. The killings continue despite the deployment of thousands of troops by President Felipe Calderon to stem the escalating drug related violence in the country.

    In addition to the war against drug cartels, President Calderon has also launched a massive anti corruption campaign, called Operation Clean-up, to identify and to punish public servants with alleged links to the drug cartels.

    AUSTIN – Following the recent escalation of murders in northern Mexico and the increasing threat of violence crossing over into neighboring border communities in Texas, Gov. Perry today ordered the activation of the first phase of the state’s spillover violence contingency plan. The state’s plan is law enforcement sensitive and will not be released to the public for operational security purposes.

    “With the growing threat of violence in Mexico spilling over the border, we have taken important measures to increase the law enforcement presence along the Texas border and have placed additional resources on standby to combat any potential situation,â€
