WASHINGTON — How the Texas congressional delegation voted on selected issues last week:

    Senate

    • 2. Immigration legalization: Refused, 29-66, to strip a pending immigration bill (S 134 of its section providing America's estimated 12 million illegal immigrants with legal status and a lengthy path to citizenship if they pay heavy fines, clear criminal background checks and meet other requirements. A yes vote was to kill the legalization program.

    • 3. Guest-Worker program: Voted, 74-24, to scale back the guest-worker program in a pending immigration bill (S 134. The amendment capped guest-worker visas at 200,000 annually, down from 400,000 or more in the original bill. Under the program, two-year visas would be awarded on the basis of work skills, education, English proficiency and family ties. The visas could be renewed twice if the individual returns home for one year between stints. The program contains measures to keep immigrants from depressing the wages of or taking jobs from U.S. workers. Additionally, the program would grant visas to seasonal workers, who would have to leave the country after 10 months. A yes vote was to scale back the program.

I think the 200,000 was fluff. They probably heard about a 200k reduction amendment so they wrote the bill for 400k.

You always ask for twice as much as you really want. It's part of the "barganing". It's called throwing them a bone.

No one lost or gained with this amendment. It means nothing and was designed to make it look like they were trying to reduce the problem and be reasonable. It was all for show.
