    Finally found the article:
    Democrats to let independents vote
    By Ryan Sabalow (Contact)
    Friday, December 14, 2007

Some 15,000 Shasta County voters who choose "decline-to-state" as their political affiliation will have the opportunity to vote for Democrats in the February presidential primary.

The "independent voters" won't be allowed to vote on the Republican ticket because that party decided to limit votes for a presidential nominee to Republicans only. The state's Democratic Party leaders announced the decision this week.

Bob Mulholland, the state's Democrat campaign adviser and party spokesman, said party leaders thought it was a smart move to allow the state's nearly 3 million registered nonpartisan voters to choose Democrats in the primary because they'd have more incentive to do the same in the November general election.

"We believe that by having the independents over for breakfast in the primary, they'll come for dinner in the general election," Mulholland said.

Under California election laws, political parties are allowed to be exclusive when it comes to who can vote for a party's candidates in the primaries.

Hector Barajas, the state's Republican Party spokesman, said his party's leaders decided that keeping votes exclusively Republican gives a better representation of who should be appointed presidential nominee by the Golden State's conservative voters.

Shasta County Clerk Cathy Darling said the Democrats' decision wasn't unusual.

This is at least the third primary where Democrats have allowed decline-to-state voters to pick presidential candidates.

She said decline-to-state voters already should have received cards in the mail asking if they would like to receive a Democratic Party ballot or an American Independent Party ballot.

The American Independent Party also has decided to allow nonpartisan voters to cast ballots in their primary.

Nonpartisan voters who choose neither party will vote on ballots that include only the primary's propositions, Darling said.

Well I don't understand the Republicans position on this one, lets hope the Independants stay home during the primaries.

I am glad in Idaho we don' t have to register by party, we also still have paper ballots, which I am very happy about.

Anyway I can vote in the Republican Primary and then vote later on for an Independant if someone comes forward that takes my breath away, with Americans as their #1 priority

Thanks for posting "Martha" that was interesting, Always like to know what is happening in the other states.

ah, you're in Idaho. I keep track of various places that I might want to live in, Boise is one of those, along with Bend, OR. They both sound nice. I keep dreaming that someday we'll get out of this state.

I'm in Northern Idaho at the bottom of the Rocky Mountains, it is so beautiul here. I was born and raised near Los Angeles but left in 1980.

Alot of people moving up here trying to get out of the southern states, looks like Mexico is going to get it back, hopefully some of those states are starting to enforce the laws and those down there will get their states back, we will keep fighting this for every state.

Boise or Southern Idaho I understand has around 100,000 illegals I haven't been down there.
