    They must have a quorum of 51 to proceed because on of the bill's opponents would surely call for a quorum count as a procedural way to derail the vote.

    The thing I am worried about is that Reid would not press a CLOTURE vote again unless he knew he had the votes.... unless....

    He is playing a game of legislative Chicken!

    They are trying to compel the absent senators to return to get the quorum they need to vote again.

    (I didn't realize cloture failed twice today; heard this on Lou Dobbs; I had thought it just failed once, glad to hear it failed twice.)

    I hope enough remain absent and also that they are staying away on purpose.
