Gabrielle Giffords, a Democratic congresswoman from Arizona, was shot in the head today at a public event outside a grocery store.

A spokesman for the Pima County sheriff says that at least 12 people were shot. The Tucson Citizen reports that Rep. Giffords was "shot point blank in the head."

Rep. Giffords, an Arizona Democrat, was first elected to the House in 2006. She represents the state's 8th Congressional District.

Gifford: Amnesty Cannot Be Granted To Those Entering The Country Illegally

Our district in southeastern Arizona has paid a heavy price for the burden of drug smuggling and illegal immigration. I share your concerns that for too long, the federal government has failed to secure our border, and Congress has refused to fix our broken immigration laws. We are on the frontlines of the immigration crisis and confront the many negative impacts of illegal immigration every day. That is why I will not relent in my efforts to find ways to ease the burden placed on our local law enforcement, health and social service agencies and public schools.

After I first arrived in Washington, I have regularly met with community leaders, elected officials and residents to learn how illegal immigration affects their everyday lives. Receiving suggestions from constituents, like you, also guides my work. This information is very helpful as I educate and persuade my colleagues to take on this complicated economic, social and public safety issue.

However, until the federal government can demonstrate that it is serious about border security, we will see no progress in fixing our other broken immigration laws. Reform should include tough employer sanctions and a national employee verification system such as the New Employee Verification Act that I introduced along with Republican Congressman Sam Johnson. Amnesty cannot be granted to those who have entered illegally. They must be brought out from the shadows and overcome very strict requirements if they are to apply for legalization.

I will continue to fight to fix our broken immigration laws and against the partisan bickering that has stalled action for far too long. This remains my top priority in Congress.

FY2011 Emergency Border Security Supplemental Appropriations bill

* I authored legislation that provided $600 million to help address the threat of increased violence along the Southwest Border by strengthening border security and enforcement efforts.
* This includes the hiring of 1,000 more Border Patrol agents, 250 CBP agents, 250 ICE agents, 2 unmanned aerial vehicle systems, and funds to build additional forward operating bases.
* It also included $201 for DoJ to hire additional ATF, DEA, FBI and U.S. Marshals and an additional $10 million for the Judiciary.
* Status: Signed into law by President Obama on August 13, 2010.


Border Health Care Relief Act

* I introduced this legislation to extend Section 1011 from the Medicare Prescription Drug Act. Section 1011 appropriates federal funding to reimburse states for emergency health services provided to undocumented workers. Current law providing for these reimbursements expired at the end of FY 2008. This bill would extend the program through FY 2012 and appropriate $250 million for each fiscal year.
* According to the Center for Medicare & Medicaid Services, Arizona is the second highest recipient of Section 1011 funding. In FY 2008, we will receive $44.75 million.
* This legislation has been endorsed by the American Hospital Association and the National Association of Public Hospitals and Health Systems.
* Status: Pending before the House Committee on Energy and Commerce.


Stored Value Device Registration and Reporting Act

* I introduced legislation that will include a definition for stored value devices under Title 31 which is the money and finance title of the United States Code. This will require individuals to declare if they are carrying $10,000 or more on a stored value device to Customs Officers at the border, and create stiff penalties for knowingly smuggling stored value devices into the United States.
* Require operators of stored value systems to register with the Treasury. Part of this registration requires them to list the businesses that issue stored value devices. This step is imperative to tracking the origin of stored value cards if patterns of illegal activity emerge.
* Require a study by the secretary of Treasury, in consultation with the attorney general, secretary of Homeland Security and director of National Intelligence, on stored value devices. This would help in understanding the extent to which stored value devices are being used in drug trafficking, human trafficking and to fund terror organizations.
* Status: Referred to the House Committee on Financial Services.

* Ultralights are single-pilot aircraft capable of flying low, landing and taking off quickly, and are typically used for sport or for recreation. As a result, they are not categorized as an “aircraftâ€

Rep. Gabrielle Giffords, D-Ariz., and several others were shot in Pima County near Tucson today.

At least four people are confirmed dead at the scene, including an aide to Rep. Giffords.

Initial reports by CBS Affiliate KOLD that the Congresswoman was among the fatalities were corrected by her press people, who told KOLD that she is alive but in surgery.

"She is currently in surgery. She is still alive," said Darcy Slaten, Public Affairs, University Medical Center in Tucson.

Eight others are being treated at the hospital as well.

The assailant reportedly sprayed bullets into an area where the Democratic lawmaker was hosting a "Congress on Your Corner" event at a Safeway supermarket.

I just looked up what she voted for the Dream Act and she did vote yes.
