    I just want to clarify, the reason he's filing for cloture on DREAM is because of Wyden's surgery. Is that the impression most people have, because it's always been assumed that he'd wait until he had secured the votes for cloture before proceeding, or am I missing something?

    How do we know that Reid would even wait until Saturday? With the WH/religious leaders conference call today, they are calculating that they have just gained several votes. It's their Hail Mary pass. They even think they picked up Orrin Hatch, again as a YES.

    But with no Omnibus Spending bill passed, we need to remind Republicans of their promise to not consider anything else until that passed.

    They do not have the votes... Lugar will vote against this If It comes up on Saturday.... The concensus Is that Reid would need 4 to 5 Republicans to pass this... At this point I believe that he has ONE... Bennett...

    That's assuming that the continuing resolution, START II and the tax bill aren't disposed of by then, and that the agreement holds.

    What about this:

    "Of the 10 lawmakers being targeted by NHLA, only one has announced his support. Lugar spokesman Mark Helmke said Friday that the Indiana Republican — a leading sponsor of past versions of the bill — will vote for the proposal if it comes up as a stand-alone. Republican Sen. Bob Bennett (Utah) has made similar statements."

    White House Calls on Religious Leaders to Help Push DREAM Act Over the Finish Line With Congress working on finishing up all 2010 business, the White House is again pushing for final passage of the Dream Act, hosting a conference call with religious leaders who are hoping to drive the deal home before everyone on Capitol Hill heads home for the holidays.
    The DREAM Act, bipartisan legislation that would provide a path to citizenship for undocumented youth, passed in the House earlier this month but is being held up in the Senate. According to Fox News producers on Capitol Hill, Senate Majority Leader Harry Reid, D-Nev., does intend to bring up the DREAM Act during this lame duck session.

    So, while lawmakers on the Hill scramble to get everything done, the White House put together another in a series of conference calls on the DREAM Act. Rabbi Jack Moline, from Congregation Agudas Achim in Alexandria, VA says he has been working the phones on this for a while. "I have both personally and publicly called on Senators Warner and Webb to support his act. They were on the fence for a little while," Moline admitted on the call. "Have we done enough? If we had done enough we wouldn't be having this call. It's one of the reasons we're having this call."

    Heather Higgenbottom from the White House Domestic Policy Council said the president is working the phones, pushing senators to vote in favor of the DREAM Act whenever it does come up for a vote and also told reporters that Defense Secretary Gates has written to the sponsors of the act, Senators Orrin Hatch, R-Utah, and Dick Durbin, D-Ill.,to show his support.

    And in perhaps a final appeal for senators to vote in favor of the DREAM Act, Dr. Joel Hunter from A Church Distributed in Northland, FL, implored senators to be fair in their vote saying, "...don't punish the kids for something their parents did."

    Lugar Back On Board With The DREAM Act

    Indiana’s Dick Lugar has confirmed that he will be supporting the DREAM Act if and when it’s brought up for a vote in the Senate’s lame duck session. Lugar, a longtime sponsor of the DREAM Act, surprised many in recent days when he announced that he was having second thoughts about the bill.

    The Senate was slated to hold a crucial procedural vote on the DREAM Act yesterday, but Majority Leader Harry Reid pulled it from the floor. Supporters now intend to bring it back next week, in a revised version designed to duplicate the one that the House of Representatives passed recently.

    The White House has said that they anticipate needing seven Republican votes to secure the DREAM Act’s passage. Right now they have two — Lugar and outgoing Utah senator Bob Bennett. Olympia Snowe of Maine, long regarded as a must-have Republican vote on the bill, reportedly decided this week to oppose it.

    Right now the DREAM Act’s only barrier to passage — and it’s a huge one — is political. The list of current and past supporters of the measure in the Senate is well over the sixty it now needs. The odds against adoption of the bill remain extremely long, but the political climate in Washington is in an unusual state of flux right now, and additional surprises are far from out of the question.

    If Lugar and Bennet vote yes, then that would give them 60. The only way they wouldn't have 60 is if Ben Nelson does vote against cloture. Even then, it doesn't account for Murkowski, or Voinvich. You're assuming that a handful of Dems will vote against Reid on a procedural motion to move DREAM forward.
