Even if there were limits on how many foreigners can be brought in on guestworker visas, what if the limits change halfway through your junior year? That happened around the end of 1999, when the H-1B cap went from 65K (if I remember correctly) to almost 200K, just as the mass layoffs from the dot com bust and the corporate corruption scandals was starting. You better believe we who got laid off noticed this in our job hunt!
