Defens...it won't stop at the "top of South America" it will go all the way to the "tip" of South America...the southern border of South America.

That is the HEMISPHERE.

FTAA includes all of South America and has a provision that any other country that wants to join can.

CAFTA has a similar provision.

I'm going to try and research that provision and see if I can find it. It's obscure but it's there.

Also, FTAA has to be ratified according to the agreement by December 31, 2005. This year. They have the votes. I doubt they'll wait until December. They'll do it when they come back from August break in September before the UN Millennium Summit on Global Governance in September.

THE VOTE IS NOT COUNTED UNTIL YOU SEE THE FINGER!

AND, you might see the finger BEFORE the votes are actually counted which means it's all set up before they vote.
