Thing is, they do not want it regulated. Regulation means a minimum wage, working conditions, and a limmit on how many can enter. That is exactly what corporate America does not want. At any rate, when this has been tried (Bracero) it is exploited, the regulations are ignored, and the government gives corporate America defacto amnesty.
