Who(m)ever was responsible for proposing such a monstrosity such be identified and prosecuted (IMHO). That is not defensible. It seems the demographers at the US BoC (Bureau of the Census) appear to be creating districts (or 'signing-off' on such proposed things) using anything BUT contiguous geographical regions. (FWIW - I have a couple degrees in the subject matter...)
