The cards need to be considered illegal. I am sure the Feds have a standard listing (not sure where it is posted) but it should show what is considered as international ID that is valid for use in legal identification of a person. Passports have long been the standard as well as military ID and travel papers. Drivers licenses are used as long as a photo is on them. With the corruption in Mexico I would question just about any form of document generated within that country.

A passport does not equal that you entered the country legally. And a passport does not give any foreigner the rights to have a job or to work in the United States.

If you are ever in a wreck with an illegal immigrant you can then come and explain how it happens. If you can't figure it out w/o this wreck. I have one question are you letting an illegal immigrant drive your car as a rental?

And then if there is a wreck, you the owner says the car was stolen. I have seen this happen many times. Of course the illegal immigrant or immigrants run from the scene if they can.

    What a mess!
