El Paso legislators are planning to submit four bills for the forthcoming state legislative session. One of them, Rep. Chente Quintanilla, a Democrat, wants to change a law to require international shoppers to prove that they returned items purchased in Texas to Mexico before they could collect manifiestos, or sales tax reimbursements."

What exactly does this mean? That currently, international shoppers DO NOT have to prove anything regarding these manifestos? So that means that currently these shoppers can just salvage receipts from the streets and garbage & from others and then collect reimbursements for those purchases?
I shudder to think how many dollars Texas has had to spit out for these purchases that never should have been reimbursed in the first place.
