Ok, so Newt is basically saying that if you break a law and get away with it for 25 years, well that's alright?

So if a man commits murder, does not get caught, gets married, has kids, buys a home, and then 25 years after the murder our government discovers he committed this crime, but still says to him "Well, you got away with it for 25 years, and if we put you in jail now we will be taking you away from your family, so it's ok....we're gonna give you a break on this one......."

Makes no sense to me.
