The situation you describe is terrible! That manager should be fired.
How dare a manager bow to the whims of a bunch of illegal alien VAGABONDS instead of the store's customers!
I WOULD BE TERRIFIED TO HAVE SEVERAL MEN, WHO CANT EVEN SPEAK ENGLISH, SURROUND ME AND MY CAR, PANHANDLING FOR MONEY!
I would be afraid to shop there! CALL THE POLICE & REPORT THEM!
Butterbean is right AmericanMe. You should go back and get that managers name who basically blew you off and report him. AmericanMe, up here, I have never seen one day laborer in a HD parking lot, and I have been to quite a few in the metro area. What happens is that they congregate in the lower area of Portland, where a lot contractors go to get supplies (the industrial area down by the river).
My brother is a contractor and he was in that area one day getting some gas furnace supplies and he was beseiged turning the corner. He honked and yelled "get out of the way nimrods!". Needless to say, he got flipped off by a few (apparently they did understand and speak English!).
He said down there they have learned to recognize contractors by a few things, usually it is the ladder racks and types of vehicles. However, none at the home improvement stores here, thank goodness.
Definitely call local police and HD's headquarters. OMG -- I would have been mortified. And I would have also dialed 911. That is such a volatile situation -- they could take a woman and rape her right there in a car or whatever.
This is just lawlessness, plain and simple -- I just cannot even gather the words at the moment.

We had a homeless guy approach us once and aggressively ask numerous times for money.
I later asked a cop friend about this. He said if they ask more than once then it's against the law. Panhandling. For some reason they are allowed to ask once?! This is in Illinois.

So sorry that had to happen to you AmericanMe! It makes me crazy that this is happening in our country. I'm so mad as hell and I'm not going to take it anymore! I live in Glendale, California and I've been seeing an illegal selling fruit on a residential street. I called the cop's on his butt last week. Haven't seen him since then. I will keep calling the cop's until he is gone FOREVER!! I'm going to e-mail Home Depot and give them a piece of my mind! Thank you for posting this, it is our time to fight back and WIN!! Enough already!

I have a story about illegal employment for you all.
My 25 year old daughters boyfriend is currently doing general labor cinstruction for a privately owned business. He himself is being paid under the table for the "probationary period" and likely will be a full time on the books employee in the next couple of weeks.
They finished a roofing job and were too tired to do the clean-up, so the guy he was working with drove down to the area of Portland that the illegals hang out, and he (her boyfriend) said that one by one they came out from behind this building, then saw thse two in the truck and swarmed the truck. The guy he was working with laughed and thought this was kind of funny.
Now I am steaming as my daughter is telling me this, and then she tells me that he paid the three illegal workers $10.00 hourly!!!!! I told her that there were so many Americans sitting down at the day labor offices who would jump at $10.00 hourly as they normally only get minimum wage if the office gives them a job.
I am mad at her as she thought it was sort of funny how these guys will just walk away from their friends and family on the streets and jump into Lord knows who car to unknown destinations. I told her that she has forgotten how it was once us depending on her step-father getting day labor jobs about 10 years ago when he was out of work, and how little that minimum wage went for, and how terrible he felt.

I wonder if the "privately owned business" knows this contractor did this? I would fire their behinds if they put them on my property.

I would also like to add that I agree with jjmm. It is very important for females, in particular, to be extremely careful in situations such as these. In some cultures (political correctness), attitudes and tolerance of violence against women is quite different than it is in the U.S. Please see below:

Macho attitudes can help to sow the seeds of violence. While the prime victims of male violence are other men, these acts rarely amplify the HIV risk directly (exceptions include cases of rape in all-male settings such as detention centers). However, women who are targets of male violence (often at the hands of their husband/partner) are put at risk of HIV...

In Latin America concepts of masculinity are encapsulated in the word "machismo." At its most extreme, writes the London-based Panos Institute, an organization dedicated to stimulating debate on global environment and development issues, machismo maintains a man's superiority and dominance over women, granting him the right to do as he pleases within and outside the family home and the authority to restrict the freedom of his wife, sisters and daughters. Machos subscribe to the saying: "Women are like shotguns; they should be kept loaded [pregnant] and indoors."
If machismo translates into strength, machista attitudes are no more than the armor men wear to hide their weakness and complex of inferiority.

This sense of impotence, exacerbated by unemployment, poverty, ethnic disorientation, and heightened by alcoholism and depression, frequently leads to violence, perpetuating a pattern in which men who were beaten as boys by fathers and who saw their fathers beat their wives react to challenges to their authority in the only way they know.
Additionally, the opposition of the Catholic Church to the liberalization of women's roles continues to place serious obstacles in the path of efforts to reduce the effects of machismo. In a country where 90 percent of the population is Roman Catholic, the Church wields enormous power and influence both on the government and the people. Playing the nationalist card, it claims that campaigns promoting women's rights reflect subversive political interests.
