    A new report from the West Point counterterrorism center describes ISIS as a threat that had been growing for four years.
    The report shows a long trail of warning signs, and it says that ISIS “had been steadily strengthening and actively shaping the future operating environment for four years.”
    A senior State Department official answered "probably" when asked by Fox News whether the ISIS threat will last beyond President Obama's term in office.
    On The Kelly File last night, House Intelligence Committee Chairman Mike Rogers (R-MI) warned that "this is as dangerous a threat matrix as I have ever seen."
    On Outnumbered this afternoon, the hosts discussed whether President Obama ignored ISIS while it steadily grew into a terrorist army capable of holding territory in Iraq and Syria.
    “The greatest trick the devil ever played on us, on the world, is getting us to believe he did not exist,” said Stacey Dash. “Obama thinks if he closes his eyes like a kid, it’s not there. He ignored the problem, and now it’s a crisis. I believe we have to strike. They killed an American. But I don’t know if he’s going to do that.”
    She went on to note that any attacks by ISIS in the future are "on his hands."
    Sandra Smith cited Rogers' warnings about 500 Canadians having joined ISIS, posing an immediate threat to the northern border of the U.S.
    Kirsten Powers said it's "common sense" to figure out that ISIS had been steadily building up for years.
    "These kinds of things don't happen overnight. ... You don't need a report from West Point to tell you that this is something that the administration should have known," said Powers.

    Obama’s failure of leadership summed up in three simple standards

    In the wake of President Obama’s admission that the United States doesn’t have a strategy yet when it comes to dealing with ISIS in Syria, it is a good opportunity to look at the President’s leadership style. On radio this morning, KFMB’s Mike Slater filled in for Glenn and looked at a few of former New York City Mayor Rudy Giuliani’s leadership standards in relation to Obama’s habits.
    Since the declaration of the caliphate, many have pointed to Obama’s comments in a January 2014 New Yorker article in which he referred to ISIS as a “jayvee team,” but there was another quote in that article that Mike was struck by that speaks to his opinion of leadership.
    “One of the things that I’ve learned to appreciate more as president is you are essentially a relay swimmer in a river full of rapids, and that river is history,” Obama said. “You don’t start with a clean slate, and the things you start may not come to full fruition on your timetable.”
    “Right there, ladies and gentlemen is the president not only looking but begging for someone to blame,” Mike said. “He’s merely a relay swimmer in a river full of rapids. How dare you be critical of him for not having a plan with ISIS. He’s been pretty busy these past few weeks with his tee times. Rudy [Giuliani] has a few standards for leadership. I want to run by a few of them and ask you if the President follows these rules or not.”

    Rule 1: First things first
    “Honest question. Has anything in these last six years, has anything been dealt with at all – let alone first things first? There’s a new P.R. strategy in the White House. It’s very simple: Wait. The old P.R. strategy used to be: Try to get in front of things and spin it. Now it is just wait.
    Think about it. Has anything in the last six years been resolved? Go right down the line. Fast and Furious. The VA. Anything really resolved? Anything changed… The news cycle moves so fast, they wait a day or two. It blows over.
    Let me ask you this one: The southern border. It was only a few weeks ago when that was the biggest news story of the year, right? And now that we are not paying attention to it, now that we have been distracted by something else, you think the immigrants have suddenly stopped flooding across our border… No. That’s all still happening… but the White House has successfully waited it out.

    Our national attention span, it’s like that of a gnat. So far, from Rudy’s rule of ‘first things first,’ this president’s rule is nothing ever.”

    Rule 2: Promise little and deliver much
    “It’s a great standard… We were just talking about our foreign policy. The president… just the other day said ISIS is a cancer. How can you say it’s a cancer that needs to be removed, then say you don’t have a strategy? He’s making this up. Yeah, this red line, that red line, but there’s no delivery. That makes us a laughing stock. That makes us a paper tiger. It’s far from promise little and deliver much. It’s quite to the opposite with this president.”

    Rule 3: Everyone is accountable
    “This one is my favorite. Rudy tells the story of his first day as mayor of New York City. He walks into his beautiful new office building… you can just imagine how grand this office would be. And Rudy walks in and looks out his window onto the streets of New York City, takes a deep breath, as he begins his first tenure as mayor. He sits down at his desk and he sees something on the end of it. He calls his secretary [in] and says, ‘Ma’am, What’s this?’ ‘Oh, that’s your name plate, sir, Mayor Rudolph Giuliani.’ ‘No, no. That’s not right.’ ‘What do you mean? That’s your name. This is your office.’ He says, ‘I know, but I want my name plate here on my desk to read something different.’
    So they changed it. And throughout his tenure as mayor, Rudy’s nameplate on his desk read: ‘I am responsible.
    That is leadership. Rudy’s third principle: Everyone is accountable all the time. But our president today, he’s just a relay swimmer in a river of rapids. Wow.”

McCarthy, National Review) -- For those of us who’ve been raising alarms about both the jihadist threat and the national-security vulnerability created by the Obama administration’s non-enforcement of the immigration laws, this is not a surprise — particularly less than two weeks before September 11. But it is nonetheless jarring to read. Judicial Watch has just put out this statement:
    Islamic terrorist groups are operating in the Mexican border city of Ciudad Juarez and planning to attack the United States with car bombs or other vehicle born improvised explosive devices (VBIED). High-level federal law enforcement, intelligence and other sources have confirmed to Judicial Watch that a warning bulletin for an imminent terrorist attack on the border has been issued. Agents across a number of Homeland Security, Justice and Defense agencies have all been placed on alert and instructed to aggressively work all possible leads and sources concerning this imminent terrorist threat.
    Specifically, Judicial Watch sources reveal that the militant group Islamic State of Iraq and Greater Syria (ISIS) is confirmed to now be operating in Juarez, a famously crime-infested narcotics hotbed situated across from El Paso, Texas. Violent crimes are so rampant in Juarez that the U.S. State Department has issued a number of travel warnings for anyone planning to go there. The last one was issued just a few days ago.
    Intelligence officials have picked up radio talk and chatter indicating that the terrorist groups are going to “carry out an attack on the border,” according to one JW source. “It’s coming very soon,” according to this high-level source, who clearly identified the groups planning the plots as “ISIS and Al Qaeda.” An attack is so imminent that the commanding general at Ft. Bliss, the U.S. Army post in El Paso, is being briefed, another source confirms. The Department of Homeland Security (DHS) did not respond to multiple inquiries from Judicial Watch, both telephonic and in writing, about this information.
    The disturbing inside intelligence comes on the heels of news reports revealing that U.S. intelligence has picked up increased chatter among Islamist terror networks approaching the 13th anniversary of the 9/11 attacks. While these terrorists reportedly plan their attack just outside the U.S., President Obama admits that “we don’t have a strategy yet” to combat ISIS. “I don’t want to put the cart before the horse,” the commander-in-chief said this week during a White House press briefing. “I think what I’ve seen in some of the news reports suggest that folks are getting a little further ahead of what we’re at than what we currently are.”
    The administration has also covered up, or at the very least downplayed, a serious epidemic of crime along the Mexican border even as heavily armed drug cartels have taken over portions of the region. Judicial Watch has reported that the U.S. Border Patrol actually ordered officers to avoid the most crime-infested stretches because they’re “too dangerous” and patrolling them could result in an “international incident” of cross border shooting. In the meantime, who could forget the famous words of Obama’s first Homeland Security Secretary, Janet Napolitano; the southern border is “as secure as it has ever been.”
    These new revelations are bound to impact the current debate about the border crisis and immigration policy.

    EXCLUSIVE: Social media chatter shows Islamic State militants are keenly aware of the porous U.S.-Mexico border, and are “expressing an increased interest” in crossing over to carry out a terrorist attack, according to a Texas law enforcement bulletin sent out this week.
    “A review of ISIS social media messaging during the week ending August 26 shows that militants are expressing an increased interest in the notion that they could clandestinely infiltrate the southwest border of US, for terror attack,” warns the Texas Department of Public Safety "situational awareness" bulletin, obtained by FoxNews.com.
    The three-page bulletin, entitled “ISIS Interest on the US Southwest Border” and dated Aug. 28 was released to law enforcement on Thursday.
    “Social media account holders believed to be ISIS militants and propagandists have called for unspecified border operations, or they have sought to raise awareness that illegal entry through Mexico is a viable option,” states the law enforcement bulletin, which is not classified.
    It notes no known credible homeland threats or specific homeland attack plot has been identified. That assertion was underscored by Department of Homeland Security Secretary Jeh Johnson, who said Friday that DHS and the FBI are "unaware of any specific, credible threat to the U.S. homeland" from Islamic State.
    Despite assurances that no threat to American soil is imminent, the watchdog group Judicial Watch said Friday that Islamic State operatives are in Juarez, just across the border from Texas, and are planning to attack the United States with car bombs.
    "Agents across a number of Homeland Security, Justice and Defense agencies have all been placed on alert and instructed to aggressively work all possible leads and sources concerning this imminent terrorist threat," Judicial Watch stated on its website.
    The Texas law enforcement bulletin cites suspected fighters from the terrorist group previously known as ISIS and based in Syria and Iraq as eyeing a border crossing.
    “The identities of persons operating these accounts cannot be independently verified; however the accounts were selected for monitoring based on several indications that they have been used by actual ISIS militants for propaganda purposes and collectively reach tens of thousands of followers,” states the bulletin. “One account was verified as belonging to an individual located in Mosul, Iraq.”
    Some 32 Twitter and Facebook posts monitored by law enforcement over one recent week reflected interest in the southern border, according to the bulletin. The messages, which were forwarded thousands of times, included calls for jihadists to cross over from Mexico to carry out attacks and even alluded to a recent video by U.S. activist James O’Keefe, who was recorded coming across the Rio Grande valley in an Usama bin Laden costume.
    The bulletin details numerous “calls for border infiltration” on social media, including one from a militant confirmed to be in Mosul, Iraq who explicitly beckons the “Islamic State to send a special force to America across the border with Mexico.”
    “This Twitter account holder, who is the administrator of an ISIS propaganda trading group, stated that the time was right for such an action because ‘the US-Mexican border is now open large numbers of people crossing,’” the bulletin said.
    Another message sent out via Twitter suggested that Islamic State fighters have already entered the U.S. via the border, warning that, as a result, “Americans in for ruin (sic).”
    The Texas DPS bulletin comes on the heels of a federal Department of Homeland Security and Department of Justice Joint Intelligence bulletin dated August 22, a copy of which was also obtained by FoxNews.com.That bulletin, entitled “Online Reaction but No Known Credible Homeland Threats from ISIL and Its Supporters Following US Air Strikes,”addresses potential threats to the Homeland in response to recent US air strikes on the Islamic State of Iraq and the Levant (ISIL) targets in Iraq and the murder of journalist James Foley.
    This bulletin notes that while the FBI and DHS are unaware of specific credible threats against the U.S. from homegrown violent extremists, ISIL or other violent extremist groups overseas “we continue to assess that violent extremists who support ISIL have demonstrated the capability to attempt attacks on US targets overseas with little-to-no warning.”
    The report also says that “because of the individualized nature of the radicalization process—it is difficult to predict triggers that will contribute to [homegrown violent extremists] attempting acts of violence…lone offenders present law enforcement with limited opportunities to detect and disrupt plots, which frequently involve simple plotting against targets of opportunity.”
    “FBI and DHS assess that civilian deaths reportedly associated with these US military air strikes will almost certainly be used as further examples of a perceived Western war against Islam in English-language violent extremist messaging that could contribute to [homegrown violent extremist] radicalization to violence,” the report notes.
    The FBI and DHS bulletin includes a section titled "ISIL Supporters Increasingly Using Social Media to Encourage Violent Acts against US Interests."
    "ISIL and its online supporters have employed—and will almost certainly continue—Twitter “hashtag” campaigns that have gained mainstream media attention and been able to quickly reach a global audience of potential violent extremists, highlighting ISIL’s supporter message and encouraging individuals to commit acts of violence, in Iraq or in the West," the bulletin states.
    "Several of the Tweets in response to the air strikes featured original and creative use of graphics—including a photo of the ISIL flag in front of the White House—and graphically rendered images depicting desecration of US monuments and landmarks."

    Britain raises terror threat level ahead of introducing new draconian law

    The British Home Secretary Theresa May has raised the nation’s terror level to severe.

    May and the British government did not cite a specific threat.
    “The increase in the threat level is related to developments in Syria and Iraq where terrorist groups are planning attacks against the West. Some of these plots are likely to involve foreign fighters who have travelled there from the UK and Europe to take part in those conflicts,” May said.
    The fourth-highest of five possible potential threat levels was declared ahead of the United Kingdom instituting new laws “to tackle Islamist militants at home and to stop them going abroad to fight,” the Irish Times reported on August 23.

    The new restrictions are “designed to restrict the militants’ behavior, ban involvement in groups preaching violence and require prisons, broadcasters, schools and universities to take a greater role in combating the radicalization of Muslims,” in short, the laws will allow the British government to decide what is appropriate behavior, what groups Britons may join, what can be broadcast over the media and discussed in schools and universities.
    The proposed law will augment Britain’s Section 44 Terrorism Act. It allows police to decide who is a terrorist and grants them the authority to search and detain citizens. The law is used on a regular basis against peaceful and lawful protesters.
    May mentioned the new restrictions as she announced the elevated terror threat.
    “The first and most important duty of government is the protection of the British people. We have already taken steps to amend our powers and increase our capabilities for dealing with the developing terrorist threats we face. That process will continue and the British public should be in no doubt that we will take the strongest possible action to protect our national security,” the Home Secretary said.
    The new laws and the threat level increase follow the supposed beheading of American photojournalist James Foley.
    Forensic analysis of a video attributed to ISIS reveals the video was staged using “camera trickery and slick post-production techniques.”
    The individual acting as executioner in the video is Abdel-Majed Abdel Bary, is a former rapper from a wealthy family who left London to fight in Syria. “Bary fits the profile of an informant for British security services,” Paul Joseph Watson wrote on June 25.
