The people who leave are the whiners and complainers, and we want to get rid of them.

California sees a tax 'revenue surge’

Tax season was very good for the state of California, especially its public K-12 schools and community colleges.
Tax revenue is coming in well ahead of last year and above current-year forecasts. Under the state’s complex school funding formula, almost all revenue that exceeds budget estimates will go to those schools.
The Franchise Tax Board hauled in $7.6 billion in personal income tax revenue, after subtracting refunds, between April 1 and Monday. That is a 27 percent increase from $6 billion during the same period last year.
April is a key month for tax collections, as people make their final payments for 2014 and submit their first quarterly estimated payments for 2015 when they file their returns. Revenue typically surges on April 15, 16 and 17, then trails off. Monday’s tax collections, almost $1.2 billion, were exceptionally large.
The state is heavily dependent on taxes from capital gains and stock options, and April’s collections include a healthy dose of them. But taxes that come through payroll withholding are also running well ahead of last year and above expectations, a sign that job and wage growth is strong. (Some tax on option income also comes in through payroll withholding).
From April 1 through Monday, the Employment Development Department collected $3.1 billion in withholding taxes, up 16 percent from last year.
“The strong trend in the withholding portion of (personal income tax) collections is a sign that California’s economy is firing on all cylinders,” Standard & Poor’s analyst Gabriel Petek said in a report last week.
Taxes collected from both sources from April 1 through Monday were 23.3 percent ahead of last year. In his January budget, the governor forecast that revenue from both sources for the entire month of April would be 9.3 percent ahead of last April, according to the Legislative Analyst’s Office daily tax tracker.
“Evidence is accumulating that California is in the midst of a revenue surge,” Petek said.
It’s too soon to say how much of the revenue surge was for 2014 versus 2015, how much is coming from one-time capital gains and stock options versus recurring income, and what impact it will have on the state’s budget for the current and next fiscal year.
But here are some key takeaways from Jason Sisney, the state’s chief deputy legislative analyst.
Through the end of March, state general fund revenue was about $1.3 billion ahead of projections, he said. April revenue is likely to add at least $1 billion more than projected.
Under the state’s budget formulas, “virtually all or more than all of the additional revenue, relative to projections, may be required to go to schools and other statutory and budgetary commitments, such as the state’s rainy-day fund and debt payments,” Sisney said.

I am surely no Expert and all I know is from watching this and a couple of other YouTube videos, but I am curious on what others think. This "Hypothesis" dose fit the narrative of forcing California Citizens out though higher Water Bills, Lower Economics/Crop Yields(#1 US Crop Producing State), and Lowered Life Experience.

If I were wealthy, or poor for that matter, I would be preparing to leave California.
