It sounds perfectly acceptable to me. If, after we throw out the illegals, we find that some of them were "good" illegal immigrants we will let them back in.

But first we must throw them out. And here is a way to figure out which ones are the "good" ones. If they volunteer to leave under legal scrutiny, then they are under consideration as "good" illegals. They can't just sneak out the way they came in and make such a claim from the other side of the border. We need to police migrant traffic in both directions across our borders. This also could be a kind of real amnesty, immunity from prosecution for criminal entry on the condition that they leave and not come back until invited as "good" illegal immigrants.
