The U.S. Secret Service provides protection for all "major" presidential and vice presidential candidates commencing 120 days prior to an election unless they specifically decline. An advisory committee determines who is considered a major candidate. I believe the advisory committee is made up from the Homeland Department Secretary and other governmental officials.
