    CBS4 Investigation Finds People Voting Twice

    – An ongoing CBS4 voter fraud investigation has uncovered a dozen cases where Coloradans are suspected of voting twice. Previous CBS4 Investigations revealed ballots cast in the names of Coloradans who had been dead for months– sometimes years- before votes were cast in their names.


    In six of the new cases, voting records show the same people voting twice in Colorado elections. In another six cases, people are suspected of voting in Colorado and another state during the same election cycle.

    Lincoln Wilson, a registered Republican from Hale, in Northeast Colorado, is accused of voting in both Colorado and Kansas in 2010, 2012 and again in 2014. Wilson told CBS4 he voted in both states, but only “voted on local issues” and “didn’t vote twice for President.”

    Wilson is one of five Coloradans now charged by the State of Kansas for voting in both states.

    Randall Killian, an unaffiliated voter, pleaded guilty to voting in Douglas County, Colorado and Kansas in the 2012 presidential election. Ron Weems, a registered Democrat, pleaded guilty to voting in Teller County, Colorado and Kansas in both 2012 and 2014. Both men were fined for their offenses.

    Kansas has also charged James Criswell, a Republican from Douglas County, and Sharon Farris, a Republican from Denver, with double voting. Their cases have not been resolved yet.


    “You’d be surprised how often people double vote,“ said Kansas Secretary of State Kris Kobach. “Two of the cases are serial double voters. I think people discover they can get away with it and keep doing it.”


    Kobach says his office is “aggressively prosecuting” double voting cases because it’s a crime that “can’t be caught ahead of time.”

    He says after each election, Colorado and Kansas crosscheck voters to identify double ballots and clean up their databases. But Kobach still believes 10,000 people are registered to vote in both Colorado and Kansas.

    “Any one of those 10,000 people could probably succeed in casting two votes,“ Kobach said. “We want to get the word out, ‘Don’t do it, we’ll catch you.’”


    Colorado and Kansas are two of 28 states that share voting data as part of the Interstate Crosscheck program. Colorado also shares voter data with 10 other states in a different program, called Electronic Registration Information Center, or ERIC.


    Florida doesn’t participate in either data sharing project.

    CBS4 compared absentee ballots from Florida with Colorado’s voter rolls and found a suspected double voter with residences in Colorado Springs and Titusville, Florida.

    The El Paso County Clerk has forwarded that case to prosecutors for review.


    “Some states haven’t recognized the importance of participating in ERIC and making sure the integrity of the process is ensured,” said Colorado Secretary of State Wayne Williams.


    Yet, some people, like Bruce Rickey, are being prosecuted for voting twice in Colorado. Rickey, who is a registered Republican, was charged with trying to vote twice in the 2015 Colorado election. Prosecutors say Rickey voted in El Paso County where he lived, and then allegedly tried to vote in Elbert County as well. Court documents say Rickey “hated” the Elbert County sheriff and told an election official he wanted to vote against the sheriff on a term limit issue.

    “There are individuals who break the law and they should, and are, being prosecuted for that,” said Williams.

    But, Williams admits other Coloradans are getting away with it. Combing through voter data, CBS4 found three suspected double voters in Denver, one suspected double voter in Arapahoe County and one suspected double voter in Douglas County. All five cases that CBS4 uncovered have now been referred to prosecutors for possible criminal action.


    “It’s a relatively small number,” said Williams, “But, it is a problem of any magnitude because we have close elections in Colorado.”

    Williams said people can show up twice on Colorado’s voter rolls if their information is slightly different, due to a change of address, a change of name through marriage, or a simple typo.

    Since ballots were mailed out last week, CBS4 has been contacted by a handful of voters who have received more than one ballot.


    Teresa Hailey, from Northeast Denver, said she received two ballots, one sent to her home address, the other to her P.O. Box.


    “I want someone to take this very seriously,” said Hailey who was confused about which ballot to cast.


    Alton Dillard, spokesperson for the Denver Elections Division, said Hailey made a late change to her registration, which triggered a replacement ballot to be mailed to her.


    “Once the second ballot was sent, the first one was voided.

    Even if she attempted to vote twice the system would have flagged the problem,” said Dillard.


    Denver has a special elections phone line set up to answer any questions that arise. Denver residents can call 311 to reach the special elections operators.

    Here’s What Voter Fraud Looks Like In 23 States

    Republican candidate Donald Trump is making accusations that the election is “rigged” against him, even suggesting the possibility of voter fraud.
    Trump leveled this accusation in a tweet early Monday morning that read, “Of course there is large scale voter fraud happening on and before election day. Why do Republican leaders deny what is going on? So naive!”


    Many others strongly push back against claims of voter fraud. The Brennan Center for Justice says that voter fraud is “myth” and the Washington Post maintains that voter fraud isn’t a problem.

    As the debate rages, here are examples of voter fraud in 23 different states.

    Virginia
    Just a few weeks ago, Harrisonburg, Va., claimed about 20 voter applications were submitted for dead people. A voter registration group called “HarrisonburgVOTES” is responsible for the applications, and the group is reportedly headed by Joe Fitzgerald, chairman of the Democratic Committee in Harrisonburg.
    An investigation has been launched.

    Colorado

    An investigation in Colorado in September, 2016, revealed that dead people were voting in multiple elections. “We do believe there were several instances of potential vote fraud that occurred,” Colorado Secretary of State Wayne Williams told local news station CBS4.
    An egregious example of illegal voter fraud in Colorado was that of Sara Sosa, a woman who died in 2009, yet “voted” in 2010, 2011, 2012, and 2013.

    Michigan

    Two Democratic officials in Michigan, Jason Bauer and Mike McGuinness, were convicted in 2012 for involvement in an election fraud scheme. The two men attempted to put a fake “Tea Party” candidate on the ballot to split the conservative vote.

    California

    In only three counties in California’s 2016 presidential primary, there were reportedly 194 people who voted twice. Some voters were voting once by mail, then going to polls and voting again, according to the East Bay Times. It is possible that even more mail votes were submitted fraudulently, but only 194 people actually voted in person after having a mail ballot submitted for them, leading to them being caught.

    Missouri

    The initial results of a Democratic primary in St. Louis this year were scrapped after absentee ballots were improperly recorded. The first election, which had shown incumbent Penny Hubbard winning the race, was re-done. In the special election that followed, Hubbard’s opponent, Bruce Franks, Jr., decisively won.

    Florida

    Deisy Penton de Cabrera was convicted in 2013 of possessing more than two ballots which belong to other voters. Cabrera was found with 12 absentee ballots of other people and was keeping a list of elderly Hispanic voters, many whom were deaf, blind, or had Alzheimer’s.

    Kentucky

    In Magoffin County, Ky., three people were convicted of felony voter fraud in 2016. Magoffin County Magistrate Gary Risner, Deputy County Clerk Larry Shepard, and Tami Jo Risner were discovered buying votes.
    During the case, the court heard witnesses testify to being paid $50 to vote for a slate in 2014.

    North Carolina

    Pasco Parker, a Tennessee resident, pleaded guilty to felony voter fraud in North Carolina in 2015 after he voted in person in Tennessee, then sent in absentee ballots to Florida and North Carolina.
    A North Carolina watchdog group called the “Voter Integrity Project” uncovered Parker’s fraud.

    Arkansas

    Democratic State Rep. Hudson Hallum, along with his father Ken Hallum and two campaign workers, were caught bribing absentee voters and tampering with ballots. They pleaded guilty and were sentenced in 2013.

    Georgia

    A Georgia man named Mohammad Shafiq fraudulently tampered with voter registrations during a 2012 election. Shafiq was convicted and sentenced in 2015.

    Indiana

    Former Indiana Secretary of State Charlie White was convicted of felony charges in 2012 after lying about his address to keep collecting a paycheck from the Fishers Town Council.

    Pennsylvania

    In early 2015, Pennsylvania Secretary of the Commonwealth Carol Aichele announced, “there’s potential voter fraud in Pennsylvania,” going on to say that around 731 people may have double voted in Pennsylvania.

    Arizona

    Arizona woman Carol Hannah voted in both Arizona and Colorado in 2010. Hannah was convicted of voter fraud in Colorado and lost her right to vote.

    Iowa

    An Iowa woman named Mayra Alejandra Lopez Morales pled guilty and was convicted in a voter fraud case in 2014. Morales, not a citizen of the United States, registered and voted in the 2012 election.

    Connecticut

    Former Connecticut State Rep. Christina Ayala was convicted in 2015 for election law violations. Ayala voted several times in districts where she did not live.

    Kansas

    Michael L. Hannum pled guilty and was convicted in Kansas for voting in both Nebraska and Kansas in 2012.

    Louisiana

    Louisiana man Stanley Leger pled guilty to buying votes in a mayoral race. Leger reportedly paid mentally impaired people to vote for a candidate he worked for.

    Maryland

    Wendy Rosen, a 2012 Democratic congressional candidate in Maryland, brought her campaign to an end after revelations surfaced that she voted in 2006 and 2008 in both Maryland and Florida. Rosen pleaded guilty to illegal voting in 2013.

    Alaska

    A Mexican man named Rogelio Mejorada-Lopez was registered to vote in Alaska and voted in several elections. He was caught and convicted in 2005.

    Wisconsin

    Robert Munroe, a Wisconsin resident, was convicted in 2016 of voting several times in elections throughout 2011 and 2012, and even voted twice, in two different states in the presidential election of 2012.
    Munroe blamed the voting on being in a “fugue state,” though several emails and texts shared in court show him encouraging friends and family to vote and donate money to candidates.

    Alabama

    Three women in Alabama were found guilty of various voter fraud charges in 2015 after tampering with numerous absentee ballots in a City Commissioner race.

    Massachusetts

    Enrico Villamaino, a Republican candidate for state representative pled guilty and was convicted in 2013 for various charges in voter fraud in East Longmeadow, Mass.

    Ohio

    In Cincinnati, Ohio, a poll worker named Melowese Richardson was convicted on four counts of illegal voting in 2013. Richardson voted twice in the 2012 presidential election, and voted three other times for her sister who is in a coma.
    During the trial, Richardson suggested her prosecution may be because she is black and supporting Obama.

    JohnDoe2, those are from past elections, not this Presidential election. Keep working at it. I'm sure one will surface before the election IF the system isn't "rigged" against Trump.

    There likely won't be many arrest until AFTER the election when people have actually voted illegally.

    And then you can do your own research for what ever info you want to gather.

    I've already got all the information I need. The system is "RIGGED", because the the only person arrested for voter fraud from actual voting in this huge Presidential election with millions of early voters and people cheating all over the place is the 1 woman in Iowa, who claims to be a Trump Supporter.

    But if you stumble across one, please post it. I'm sure we'll all be watching the news and surfing the internet with eye out for more articles on this, as well.

    Three Arrested for Voter Fraud in Key Swing States

    Three people in crucial swing states have been charged with voter fraud-related crimes, Abby Huntsman reported on Fox & Friends.

    In Virginia, Vafalay Massaquoi faces up to 40 years in prison for registering voters who did not even exist.


    The Washington Post
    reported that Massaquoi, 30, formerly of Alexandria, near Washington, was working for a "local advocacy group" at the time and filed the applications with the City of Alexandria, who notified state officials.


    Farther south, Gladys Coego, 74, was arrested after being seen by fellow voters' registration office workers marking an unknown "small" number of mail-in ballots that the Miami Herald reported resulted in additional votes for a mayoral candidate.


    Also in the Sunshine State, 33-year-old Tomika Curgil allegedly filled out five election forms without the voters' consent.


    Curgil, who was working in a capacity for a campaign to legalize medical marijuana, also allegedly submitted numerous registration forms for people who do not exist, as well as some voters who have passed away.

    Voter fraud exists but not widespread, election officials say

    DES MOINES, Iowa (KCCI) With less than two weeks away from the 2016 presidential election, the Des Moines Police Department has reported three cases of voter fraud.

    According to Des Moines Police reports, two people were charged with first-degree election misconduct, and a third person was charged with fraud.

    All three Des Moines residents are accused of attempting to vote twice by sending absentee ballots in more than one location, triggering the security system in place to catch the voting irregularity.


    "You can only vote once, and once you vote, you can’t change your vote," said Jamie Fitzgerald, Polk County auditor. "When you vote, you get a bar scan, and we scan it into the system. We don’t know how you vote. We don’t care how you vote. But we can scan it in, and then if you try to go to a second (place), like a satellite location, then we try to scan it in. It will say you have already voted."


    A Loyola University Chicago study found 31 cases of impersonation fraud out of 1 billion votes cast in elections between 2000 and 2014.


    "There have been more cases involving forged or fraudulent absentee ballots because, for one thing, it doesn’t occur at the polling place," said Columbia University professor Richard Briffault.


    The Polk County auditor told KCCI that he couldn’t remember a situation where a person tried to vote twice before escalating to law enforcement intervention.


    In the past, Fitzgerald said, and in most cases, it turns out to be an honest mistake.


    One of the suspects, according to the police report, is a 99-year-old who voted by mail on Oct. 3 and sent in an absentee ballot three weeks later.


    Another suspect, a woman in her mid-50s, admitted to intentionally trying to vote twice, investigators said.


    With questions surrounding election security, what steps are being taken to ensure that early voting is not compromised?


    KCCI took an in-depth look at the voting process in Iowa, following volunteers from the Marshall County Auditor’s Office, who were collecting absentee ballots at the Veterans Home in Marshalltown, all the way to the ballot box.


    Volunteers from both political parties took over five hours to collect 33 absentee ballots. They then drive the ballots to the county courthouse and to the auditor’s office. The ballots then sit 12 more days in a secure room with other absentee votes.


    "We still have a lot out," said Deanne Raymond, Marshall County auditor. "You had about 6,000 requests, and you think you have about 5,000 right here."


    Early voters are also voting in the courthouse rotunda.

    About 10,000 of the 23,000 or so voters in Marshall County voted before Election Day in 2012, meaning over 40 percent of the ballots had to be kept secure in the weeks before they could be counted.

    "We put a Band-Aid seal on the door, so that way, we can see if it’s been tampered with at all," Raymond said.


    This is Marshall County’s sixth election in the past year and a half, so security techniques are well versed.


    "The whole courthouse is locked, and of course, there are other little security things," Raymond said. "Can’t tell you all of our secrets."


    The commissioner of elections said her voting equipment can’t be targeted by outside computer hackers.


    "All of our equipment is standalone, not Wi-Fi-based," Raymond said. "They would physically need to come to Marshalltown and visit."


    Despite presidential contenders claiming that the election is "rigged," local controllers are confident in the security.


    "There are worries a cyberattack could influence voting results," Raymond said. "We’re not worried as to how we handle things. We are already looking at security, no matter if someone’s talking about it or not."

    There is not just one kind of voting fraud. Nobody who organizes fraud against elections applies only one strategy. Illegal immigrants or non-citizens who vote, or those who vote more than once are the easy part to see. But those who work within the polling system who handle the actual ballots are the scariest part. They are part of government and the government is responsible for running the polls. When that part rots, we are in serious trouble.

    In my part of the country some dramatic changes are appearing to take place. Sheriffs are supposed to be picking up some ballots. But it doesn't inspire my confidence any. They may be there to defend against the rot, or they may be there to keep up appearances and protect the rot.

    We really need a nation wide confrontation with the polling part of the election process to clean them up and make them work better and more securely. I again think this should start by eliminating the primary elections nationwide and turning nominations back over to the political parties. Far too much energy is placed in the primary elections and the primary elections have absolutely nothing to do with our constitutionally mandated elections.
