Yep, I was a teenager at the time and I remember it clearly. If I remember correctly, it wasn't only the environmentalists that were doing the preaching. Wasn't the government also pushing for a lower birth rate through subliminal and not so subliminal messages?

Yes, the government pushed birth control and aborting on Americans, and then soon after promoted high birth rates (through all manner of benefits) for foreign immigrants (both legal and illegal).
