The grandparents were naturalized citizens. They knew they were breaking the law and should have had their citizenship revoked and deported. Until we start punishing the parents for unlawfully bringing minors into our country, it will never end.
You're absolutely right, the grandparents should have been prosecuted. In my view they were accomplices to a felony crime. The law sees accomplices as just as guilty as the principal.
