And just how are they supposed to do that? He was one of those "harmless people" you are refering to when he crossed the border, except he had the disease.

That doesn't sound very harmless to me.

Precisely the point, there is no way of knowing which of these crossing the border illegally are dangerous and which are not. Which is why illegal immigration must be stopped, completely, even if it requires militarization of the borders by the government.

Those carrying documents identifying border crossers as citizens, residents, or legal visitors would be admitted. The others would not. It's not that difficult.
