Governors Perry and Brown would make great running mates for President and Vice President, you decide the order, they both serve only their Elitist Political Contributors in seeking a never ending source of cheap ILLEGAL labor instead of serving the Citizens of their states and the United States.
California will run out of money and expect the other states to bail them out resulting in California's Dream Amnesty Act turning into a Nationsl Dream Amnesty Act.

California's Dream Act has a problem

California Gov. Jerry Brown signed the state's Dream Act this weekend giving those illegal immigrants who apply to state colleges, access to tuition assistance. The public program called Cal-Grants provided 370,000 low-income Californian students with tuition assistance last year.
There are a lot of problems with this law, here's just one: According to the legislation, in order to apply for tuition assistance illegal "students must graduate from a California high school after attending school in the state for at least three years and must affirm that they are in the process of applying to legalize their immigration status [emphasis added]. They also must show financial need and meet academic standards."
The law was desgined to help those who were brought to the United States by their parents, who have no legal right to reside here. So how are these students going to "affirm" they are in the process of legalizing their immigration status? How can they do that?
If they can claim refugee status they can apply for legalization but one would think if that were an option for the kids it would have been an option for the parents.
What about applying for family reunification with someone who is already a citizen or green card holder? Again, presumably, if the parents were able to that they would have and having no done so suggests that there is no family member who has a legal right to live here.
How about applying for a legal work visa? That would require getting an employer to sponsor the application. That means either a agricultural work visa (H2A) or low-skilled work permit (H2B), neither of which is permanent and should mean they have a full-time job rather than having the time to attend school.
The other work visa option are skilled work visas such as for those with college degrees (and often graduate degrees) in an area of specialization such as computer programming or the hard sciences -- also known as STEM (H1B). There are multiple employers begging Congress to up the number of these visas but so far, this category of legal work visa remains in high demand.
There are also work visas that come under the NAFTA free trade agreement (J category visas) for lawyers, business people, etc. But again, it wouldn't be post-high school students who'd be eligible for such visas.
So back to our previosu question: How can any illegal California student "affirm" they are "in the process of applying to legalize their immigration status" when such legal visa categories do not exist for them?
