As I understand it, Trump wanted a zero tolerance policy, what he wanted was "we're closed", keep them out, get them out, what he's been handed by DOJ and DHS is a DOJ AMNESTY, a department with sole authority under the law for deportations that fails to deport. Why should we either fund such an absurdity or accept that as a reasonable immigration policy for the United States?

When Trump gets back and has time to refocus on immigration, I am confident that he will say, this is stupid, doesn't work, we need a new plan, which he certainly does. I have offered one, Plan B. Perhaps there will be other ideas that work better and faster, but that is my suggestion to use diplomacy and a sole power he has that doesn't involve these immigration control agencies, but involves national security, trade and aid. Minimize the cost to Americans, maximize the cost to the countries whose citizens violate our immigration laws. Seems like a good plan to me.
