Nobody but Trump has ever threatened to pull aid from these countries and we've seen how weak Trump's threats are.

Nope, your plan 'B' never was a possibility and the pledge of over 10 billion American dollars proves that! This has nothing to do with carrots and sticks but everything to do with a bunch of week kneed politicians with no cojones! If the had any guts the 10 billion wouldn't have been committed under the current circumstances. You don't give someone a carrot with a plan to turn around and take it from them after they've already nibbled half of it away. What you do is dangle the carrot as an incentive for the action you desire .... action complete.... here's your carrot.
