There have been many such reports, from South Vietnamese held in "re-education camps", who later made their way to the States, and other countries.

I think your analysis of normalizing relations and the resulting trade, being the main reasons for the cover-up, is correct.

There have been a lot of Republicans and Democrats complicit in the cover-up, including most of the presidential administrations, since Nixon and Kissinger decided to bury the issue.
