The holiday celebrations that went awry prompted Raleigh Mayor Janet Cowell to tell WRAL News she's considering enacting a curfew for those 17 and under.

"As Mayor, I am grateful for the actions of the Raleigh Police officers in response to the situations of juvenile violence across the City on the night of July 4 and the morning of July 5. Clearly, Raleigh is not exempt from the incidents of youth violence that are occurring across the country. We need to talk with the youth, their parents, schools, and the broader community to understand the root causes and to better coordinate strategies. One approach may be a youth curfew for those 17 years and under, which other cities in North Carolina have implemented. Cowell, Raleigh City Manager Marchell Adams-David and police chief Rico Boyce will speak publicly on the matter in a press conference on Tuesday. A city council meeting is planned for Tuesday afternoon, when leaders could share specifics about what a curfew would look like.

According to police, more than 5,000 teens showed up at the Glenwood South district and began fighting in the street. Court records show dozens of criminal charges related to several fist fights in the street and others resisting arrest. Businesses on social media described the scene as "chaotic."

Several thousand more teens came to a star-spangled block party at Brier Creek Commons. A fight occurred at that location, and two bystanders were injured when shots were fired.

Court documents showed that at least 27 people between 18 to 24 years old are facing 47 charges stemming from that situation in Glenwood South. Charges range from simple affray to assaulting a police officer. It's unknown exactly how many were arrested.

Nine people were shot in total across the Glenwood South, Brier Creek and Capital Boulevard areas. Officers reported four shootings in a two-hour window after midnight. Two shootings were on Glenwood Avenue and two were on nearby Tucker and Lane streets.

Clips surfaced across social media of fighting, officers trying to take some into custody, shouting and general disorder. Records showed that a police officer's arm was cut and bleeding as they tried to break up a fight at Glenwood South, and another officer was hit in the chest after taking a drink from a person carrying an open container illegally.

Raleigh police said about half of the teens who showed up on Glenwood South were at the disruption in Brier Creek. Several of those arrested appeared in court on Monday.

Business owners disheartened by shift in scene after violent weekend
Businesses in the Glenwood area had to close early. Some business-run social media accounts expressed frustration at the situation.

"Gun violence and reckless behavior have no place in our nightlife scene," Milk Bar wrote on Instagram. "We can do better, Raleigh."

Carey and Leila Kidd, owners of The Dirty Vegan, closed their doors early on Saturday.

"It was just really, it was unlike anything I've ever really seen down there," Leila said. "My staff doesn't feel comfortable being there. If we don't feel comfortable being there, how can we expect patrons, staff or anyone? I just don't see how businesses, including ourselves, can sustain much longer if something doesn't change."

"We love Glenwood Avenue," said Carey Kidd. "We love Raleigh. We've grown up with Raleigh, so to see that Raleigh shifted into this type of environment is heartbreaking."

There was another shooting at a Speedway gas station on Capital Boulevard in Raleigh on Sunday before 5 a.m. Two people were taken to the hospital with minor injuries.

Fayetteville, other NC cities start curfews

In Fayetteville, the City Council just voted on June 23 to reinstate the city's youth curfew - reviving a controversial ordinance that some call unconstitutional.

However, Fayetteville police data show the last year of the curfew has not significantly impacted teen violence with the latest numbers showing while overall crime dropped in the city, juvenile assaults and robberies increased in the last year.

The ordinance prohibits teens who are 16 or younger from being out in public from 11p to 6am. And parents can be fined up to $500 if their kids are out and cited during that window.

There have been similar occurrences in cities across the South, sometimes branded as "teen takeovers." In Charlotte, 19 juveniles were among those arrested in a Fourth of July celebration in the city's Uptown area.

Charlotte and Winston-Salem have implemented curfews after mass gatherings near busy areas and public parks. In March, Winston-Salem officers said they shut down large, unsanctioned gatherings of high schoolers in the city’s downtown area.

In Greenville, a temprary curfew was put in place for the holiday weekend after there were multiple fights in the downtown area.

#BREAKING: Resident of Raleigh NC are PANICKING after TWO massive "teen takeovers" have ROCKED the city with NINE PEOPLE being sh0t on July 4th weekend.

Over 8,000 "teens" descended on multiple areas of the city and began FIGHTING IN THE STREETS, FIRING WEAPONS, and then FOUGHT POLICE OFFICERS, slicing one officer in the arm.

So far, 27 people have been arrested. Police are currently combing through security footage attempting to find MULTIPLE sh00ters.

These are the same people who vote for very leftist policies. For all the soft on crime policies. Raleigh very much votes majority Democrat. But, now, they’re upset that their own policies have come back to bite them in the ass.

(ABC11) Community leaders are calling for more accountability and resources for teenagers following a weekend incident that police say involved thousands of teens gathering at two different locations in Raleigh.

So, more slush money? If the cops started detaining the “teens” and they were given community service these same leaders would freak out. Seriously, what help have they provided? What tough love have they offered?

(Raleigh N&O) Glenwood South has long suffered from a Jekyll and Hyde personality: restaurants with casual outdoor patios during the day, sports bars and dance clubs in the early evening hours morphing into drunken violence after midnight.

But those blocks on the edge of downtown Raleigh hosted thousands for the Carolina Hurricanes Stanley Cup victory without much incident, and business owners there do not want Saturday’s teen violence to feed Glenwood’s image as a “big scary place.”

“I don’t think I heard a single thing happening inside,” Olson told The N&O. “I sat on the street from 1 to 3 a.m. There had to be kids there who were 13 to 14 fighting in the streets. Kids looking for fights.”

Thousands and thousands of Canes fans, no problem. A bunch of “teens”? Mayhem. Where are the parents?

The nearby Milk Bar echoed this point in an Instagram post:

“While we had zero safety incidents inside Milk Bar, we made the proactive decision alongside other businesses to close our doors, to protect our patrons and staff from the surrounding unrest. To the people that worked their holiday weekend to serve this community all around us, deserve to go home safely. Gun violence and reckless behavior have no place in our nightlife scene. WE CAN DO BETTER RALEIGH!”

What’s this “we”? I didn’t participate. I didn’t vote for this. And you know that crackdowns will cause these same liberals to hyperventilate.

“This is where things have kind of escalated,” said Kidd, who owns the Dirty V vegan restaurant. “It’s never been this bad. This kind of shows where society is going. The lack of respect is what’s happening. There’s no structure anymore.”

This is where some society is going, as Democrat policies feed it.

Now, the city leaders have to Do Something, but, do they think the same “teens” who did the takeovers will pay attention to a curfew?

Raleigh Police Chief Rico Boyce is urging city leaders to consider a citywide youth curfew after a July Fourth weekend gathering involving large numbers of teenagers, citing concerns about the number of guns found in the possession of teens.

Boyce shared his experience with the Raleigh City Council on Tuesday, describing what he encountered during the weekend’s teen takeover, which stretched from Brier Creek to Glenwood South.

“Unruly, undisciplined, unsupervised juveniles is what we were dealing with,” Boyce said. (snip through him apprehending a teen who had a gun)

The chief said Raleigh Police were prepared to manage crowds but were surprised by the number of firearms found among teenagers. He said that observation is a key reason he is advocating for a citywide curfew targeting teens 17 years old and younger.

All who had handguns were in violation of state law, to go with all the other violence they were involved in

(Council member Cory) Branch said the city should use all available resources and bring together multiple stakeholders to address the issue. He also suggested expanding supervised recreational opportunities for teenagers through the city’s Parks and Recreation Department.

“What can we do to run programs later? Back in the day, we even had midnight basketball that put a lot of people off the streets in a supervised environment,” Branch said.

Maybe the under 18 crowd shouldn’t be running around the city after midnight in the first place? With guns? Causing mayhem? They’re talking about holding parents responsible. Like the parents care?

Longtime Raleigh resident Octavia Rainey also weighed in during the discussion, urging council members to include young people in conversations about a proposed citywide curfew.

“Unless you are hearing from them kids, where are you going? These kids are the future of tomorrow. They need to be heard,” Rainey said.

Um, no. They’re juveniles. We don’t need to hear from the same people causing the problems. Part of the problem is that idiot adults are investing power in juveniles rather than telling them what to do. Telling them “no”.

(WRAL) During a Raleigh City Council meeting, Raleigh Police Chief Rico Boyce presented several options aimed at preventing similar incidents. Boyce and Cowell are both backing the curfew for people under 18. Bag restrictions and more youth programming are also considerations.

Boyce pointed to the number of guns recovered Saturday night as one reason he’d like to see backpack restrictions for people in certain areas, including Glenwood South. He also called for more youth-focused programming to give young people safer options and keep them from getting into trouble.

And when police start searching bags, and finding guns, the Usual Suspects will blast the police for this.

Boyce also pointed to programs the city already has in place to keep young people engaged, including RPD Hoops Night, Raleigh Teen Connect and Something 2 Say.

How’s that working out? And why are juveniles out after midnight in the first place? Oh, and how does any of this affect all the “teens” 18 and into their 20s who were reported to be at the takeovers? When any are caught what are the penalties? Catch, release, no charges? Or, will they get some nice community service?

(Raleigh N&O) Boyce said the crowd of mostly juveniles appeared to have been dropped off on Glenwood Avenue. When they could not get into the surrounding bars, they gathered in the street with “nowhere to go.”

But the majority were not from Raleigh, Boyce said, explaining police used tracking technology to confirm most people had traveled to Glenwood from neighboring towns.

Why would juveniles be allowed in bars? Perhaps there are a few that allow 18 and up in with wristbands that stop them from getting alcohol, but, that’s usually for those a little closer to colleges. But, not 17 year olds and under. Who bussed in all the “teens”? This all looks planned. And, apparently, many of those at the Glenwood riot had previously been at Brentwood earlier. How do you stop this behavior, which has become normalized?

Oh, and the same people complaining now created the situation with their votes for soft on crime, idiotic Democrat policies. And will soon also complain when any restrictions are put in place as “racist”. Until the takeovers hit their businesses again, then complain at the cops, then go back to complaining that any restrictions are raaaaacist, in typical liberal logic circles.
