    McDaniel could announce election challenge

    Deadline Monday for Republican Party to submit certified runoff results

    JACKSON, Miss. —The deadline for the Republican Party to submit certified results from last month's runoff for U.S. Senate is Monday, which could also mean a challenge to the results.


    Chris McDaniel's campaign may schedule a news conference Monday to announce an official challenge to the June 24 election, which incumbent U.S. Sen. Thad Cochran won by more than 6,700 votes.
    McDaniel supporters rallied Saturday outside the State Capitol. The campaign alleges that it has found thousands of voting irregularities and has offered a reward for those with evidence of voter fraud.

    True the Vote, a group out of Texas, and about a dozen Mississippi residents have filed a federal lawsuit against the Mississippi Republican Party and Secretary of State Delbert Hosemann seeking access to poll books. Hosemann said he should be dismissed from the lawsuit because he hasn't seen the ballots and won't receive them until Monday.


    "It's a party primary. It is not run by the state government," Hosemann said. "I have consistently taken the position that I don't want the state running party primaries. That is too much of an opportunity for mischief."


    The Cochran campaign said it's trying to focus on the November general election. Still, it took issue with McDaniel's claims of a sham election.


    "It's baseless and quite frankly, it is inaccurate," said Cochran campaign spokesman Austin Barbour.


    During a news conference last week, Barbour said the McDaniel campaign needs to "put up or shut up." He said if McDaniel campaign officials have real examples of Democrats wrongly voting in the Republican runoff, they need to show it.


    "You have to show voter fraud," said Matt Steffey, of Mississippi College School of Law. "I think at the end of the day, you have to show voter fraud and you have to show, to some extent, that election officials were complicit in it."


    McDaniel appeared on CNN Friday and claimed his supporters have found 5,000 examples of voter irregularity.

    The state Republican Party on Monday officially certified incumbent Senator Thad Cochran’s narrow victory over Tea Party challenger Chris McDaniel in the June 24 runoff vote. But McDaniel is still refusing to concede, alleging that rampant voter fraud tipped the race to the incumbent and threatening to launch a rare legal challenge with the goal of a political do-over: rerunning the race.
    “The allegations of criminal misconduct against the Cochran campaign and his close associates continue to mount,” McDaniel, a conservative state senator, said in a statement July 8. “Mississippians deserve a full accounting of the unbecoming tactics the Cochran campaign used in their attempt to drive ineligible voters to the polls in June.”


    At the heart of the controversy is the McDaniel campaign’s claim that Cochran’s team enlisted ineligible Democrats to boost the vulnerable incumbent, whose narrow loss in the original June 3 primary prompted the runoff. According to the state party, the certified election results indicate Cochran squeaked through by a margin of 7,667 votes out of a total 382,197 ballots cast.


    The Cochran campaign was frank about its strategy of courting Democrats to pad Cochran’s support. And there’s evidence the strategy worked. According to a New York Times analysis, Cochran’s vote totals leaped from the primary to the runoff in Democratic counties that overwhelmingly supported President Barack Obama. And Cochran racked up big margins in places like Hinds County, one of the state’s most liberal precincts.


    The question is how many of those votes were valid. Mississippi law doesn’t prohibit voters from crossing the aisle to support a candidate in a different party. But it forbids doing so for voters who already cast ballots in their own party’s primary. That means Democrats who voted in their June 3 primary couldn’t legally cast ballots in the Republican runoff.


    Cataloging crossover votes is the responsibility of individual counties, according to Pamela Weaver, a spokeswoman with the Mississippi secretary of state’s office. So it may be some time before the matter is settled. “We’re meticulously documenting all of the evidence of illegal crossover votes, of which there is an abundance — many, many thousands,” said Noel Fritsch, McDaniel’s spokesman.

    Elections Officials Optimistic After Voter-Fraud Arrests

    BROWNSVILLE - Cameron County elections officials hope the arrests of six women on voter-fraud charges will send a strong message.

    Elections Administrator Chris Davis said voter fraud isn't unique to just one county. He said voters need to know they can trust the elections process.


    The women were arrested Wednesday for allegedly committing elections violations.


    "I hope that the fact that agencies and authorities are looking into this assures voters, the public, candidates and elected officials that this is to be taken seriously," Davis said.


    "If they know of any particular information, feel free to bring that to the proper authorities," he said.


    The arrests stem from an investigation into fraud that happened during the Democratic primaries of 2012.


    Authorities would not comment on exactly which races were affected.

    Is it possible to lay the global financial meltdown, the radicalizing of the Democratic Party, and America’s moral decline, at the feet of one man?
    It is indeed possible.

    If George Soros isn’t the world’s preeminent “malignant messianic narcissist,” he’ll do until the real thing comes along. Move over, Hitler, Stalin, Mao, and Pol Pot. There’s a new kid on the block.
    What we have in Soros, is a multi-billionaire atheist, with skewed moral values, and a sociopath’s lack of conscience. He considers himself to be a world class philosopher, despises capitalism, and just loves social engineering.

    Uh oh. Can you say “trouble,” boys and girls?

    Soros is a real life version of Dr. Evil—with Obama in the role of Mini-Me. Which is not as humorous as it might at first sound. In fact, it’s bone-deep chilling.

    György Schwartz, better known to the world as George Soros, was born August 12, 1930 in Hungary. Soros’ father, Tivadar, was a fervent practitioner of Esperanto—a language invented in 1887, and designed to be the first global language, free of any national identity.

    The Schwartz’s, who were non-practicing Jews, changed the family name to Soros, in order to facilitate assimilation into the gentile population, as the Nazis spread into Hungary during the 1930s. Soros is an Esperanto word meaning “to soar.”

    In 1944 Hitler’s henchman Adolf Eichmann arrived in Hungary, to oversee the murder of that country’s Jews. The Soros children were all given fake identity papers, and were shipped out to various Christian families. George Soros ended up with a man whose job was confiscating property from the Jewish population. Soros went with him on his rounds.

    Soros has repeatedly called 1944 “the best year of his life.”
    In an article in the Wall Street Journal, Joshua Muravchik notes that, “70% of Mr. Soros’s fellow Jews in Hungary, nearly a half-million human beings, were annihilated in that year. They were dying and disappearing all around him, and their numbers no doubt included many whom he knew personally. Yet he gives no sign that this put any damper on his elation, either at the time or indeed in retrospect.”
    During an interview with “Sixty Minute’s” Steve Kroft, Soros was asked about his “best year:”

    KROFT: My understanding is that you went out with this protector of yours who
    swore that you were his adopted godson.
    SOROS: Yes. Yes.
    KROFT: Went out, in fact, and helped in the confiscation of property from the Jews.
    SOROS: Yes. That’s right. Yes.
    KROFT: I mean, that sounds like an experience that would send lots of people to the
    psychiatric couch for many, many years. Was it difficult?
    SOROS: Not, not at all. Not at all.
    KROFT: No feeling of guilt?
    SOROS: No.
    Of course he didn’t feel guilty. Soros has the moral depth of a clam. Nonetheless, he has said, “my goal is to become the conscience of the world.”

    In his article, Muravchik describes how Soros has admitted to having “carried some rather potent messianic fantasies with me from childhood, which I felt I had to control, otherwise they might get me in trouble.”
    Can you imagine the results of this messianic sociopath being “the conscience of the world?” Ye gods.
    Be that as it may. After WWII, Soros attended the London School of Economics, where he fell under the thrall of fellow atheist and Hungarian, Karl Popper, one of his professors. Popper was a mentor to Soros until Popper’s death in 1994. Two of Popper’s most influential teachings concerned “the open society,” and Fallibilism.

    Fallibilism is the philosophical doctrine that all claims of knowledge could, in principle, be mistaken. Then again, I could be wrong about that.

    The “open society” basically refers to a “test and evaluate” approach to social engineering. Regarding “open society” Roy Childs writes, “Since the Second World War, most of the Western democracies have followed Popper’s advice about piecemeal social engineering and democratic social reform, and it has gotten them into a grand mess.

    In 1956 Soros moved to New York City, where he worked on Wall Street, and started amassing his fortune. He specialized in hedge funds and currency speculation.

    Soros is absolutely ruthless, amoral, and clever in his business dealings, and quickly made his fortune. By the 1980s he was well on his way to becoming the global powerhouse that he is today.
    In an article Kyle-Anne Shiver wrote for “The American Thinker” she says, “Soros made his first billion in 1992 by shorting the British pound with leveraged billions in financial bets, and became known as the man who broke the Bank of England. He broke it on the backs of hard-working British citizens who immediately saw their homes severely devalued and their life savings cut drastically…almost overnight.”

    In 1994 Soros crowed in “The New Republic” that “the former Soviet Empire is now called the Soros Empire.” The Russia-gate scandal in 1999, which almost collapsed the Russian economy, was labeled by Rep. Jim Leach, then head of the House Banking Committee, to be “one of the greatest social robberies in human history.” The “Soros Empire” indeed.

    In 1997 Soros almost destroyed the economies of Thailand and Malaysia. At the time, Malaysia’s Prime Minister, Mahathir Mohamad, called Soros “a villain, and a moron.” Thai activist Weng Tojirakarn said, “We regard George Soros as a kind of Dracula. He sucks the blood from the people.” (Source)

    The website Greek national Pride reports, “[Soros] was part of the full court press that dismantled Yugoslavia and caused trouble in Georgia, Ukraine and Myanmar [Burma]. Calling himself a philanthropist, Soros’ role is to tighten the ideological stranglehold of globalization and the New World Order while promoting his own financial gain. He is without conscience; a capitalist who functions with absolute amorality.”

    France has upheld an earlier conviction against Soros, for felony insider trading. Soros was fined 2.9 million dollars. (Source)

    Recently, his native Hungary fined Soros 2.2 million dollars for “illegal market manipulation.” Elizabeth Crum writes that “The Hungarian economy has been in a state of transition as the country seeks to become more financially stable and westernized. [Soros’] deliberately driving down the share price of its largest bank put Hungary’s economy into a wicked tailspin, one from which it is still trying to recover.” (Source)
    Soros’ grasp, greed, gluttony have a global reach

    My point here is that Soros is a planetary parasite. His grasp, greed, and gluttony have a global reach.

    But what about America? Soros told Australia’s national newspaper “The Australian” “America, as the centre of the globalised financial markets, was sucking up the savings of the world. This is now over. The game is out,” he said, adding that the time has come for “a very serious adjustment” in American’s consumption habits.
    Ready to tighten your belts, America?

    World financial crisis was”stimulating” and “in a way, the culmination of my life’s work.”

    Soros also told “The Australian” that the world financial crisis was”stimulating” and “in a way, the culmination of my life’s work.”

    Stimulating. Have you found the job losses, house foreclosures, and incredible national debt—stimulating? Me neither.

    Obama has recently promised 10 billion of our tax dollars to Brazil (yes, billion with a “b”), in order to give them a leg-up in expanding their offshore oil fields. Obama’s largesse towards Brazil, came shortly after Soros invested heavily in Brazilian oil (Petrobras).

    Tait Trussel writes, “The Petrobras loan may be a windfall for Soros and Brazil, but it is a bad deal for the U.S. The American Petroleum Institute estimates that oil exploration in the U.S. could create 160,000 new, well-paying jobs, as well as $1.7 trillion in revenues to federal, state, and local governments, all while fostering greater energy security.”

    Do you get the feeling that American taxpayers are being treated like gullible suckers?

We pledge to tirelessly watch Soros wherever he goes and to print the truth in the hope that he will one day stop preying upon the world’s poor…that justice will be served.”

    Back to America. Soros has been actively working to destroy America from the inside out for some years now. People have been warning us. Two years ago Bill O’Reilly said on “The O’Reilly Factor” that “Soros [is] an extremist who wants open borders, a one-world foreign policy, legalized drugs, euthanasia, and on and on. This is off-the-chart dangerous….” (Source)

    In 1997 Rachel Ehrenfeld wrote, “Soros uses his philanthropy to change—or more accurately deconstruct—the moral values and attitudes of the Western world, and particularly of the American people. His “open society” is not about freedom; it is about license. His vision rejects the notion of ordered liberty, in favor of an ideology of rights and entitlements.”
    Perhaps the most important of these “whistle blowers” are David Horowitz and Richard Poe. Their book “The Shadow Party” outlines in detail how Soros hijacked the Democratic Party, and now owns it lock, stock, and barrel.

    Soros has been packing the Democratic Party with radicals, and ousting moderate Democrats for years. I don’t have time to do the subject justice in this article, but FrontPage’s Jamie Glazov has an excellent interview with Richard Poe, which will fill you in on many of the facts.

    The Shadow Party became the Shadow Government, which became the Obama Administration.
    DiscoverTheNetworks.org (another good source) writes, “By his [Soros’] own admission, he helped engineer coups in Slovakia, Croatia, Georgia, and Yugoslavia. When Soros targets a country for “regime change,” he begins by creating a shadow government—a fully formed government-in-exile, ready to assume power when the opportunity arises. The Shadow Party he has built in America greatly resembles those he has created in other countries prior to instigating a coup.”

    The above quote was, of course, written before the Presidential Election. So was the following quote from a November 2008 edition of the German magazine “Der Spiegel,” in which Soros gives his opinion on what the next POTUS should do after taking office. “I think we need a large stimulus package….” Soros thought that around 600 billion would be about right.
    Soros also said that “I think this is a great opportunity to finally deal with global warming and energy dependence. The U.S. needs a cap and trade system with auctioning of licenses for emissions rights.”
    Any of this sound familiar?

    Although Soros doesn’t (yet) own the Republican Party, like he does the Democrats, make no mistake, his tentacles are spread throughout the Republican Party as well.
    Soros is a partner in the Carlyle Group where he has invested more than 100 million dollars. According to an article by “
    The Baltimore Chronicle’s” Alice Cherbonnier, the Carlye Group is run by “a veritable who’s who of former Republican leaders,” from CIA man Frank Carlucci, to CIA head [and ex-President] George Bush, Sr.
    In late 2006, Soros bought about 2 million shares of Halliburton—Dick Cheney’s old stomping grounds.
    When the Democrats and Republicans held their conventions in 2000, Soros held Shadow Party conventions in the same cities, at the same time. Republican Senator John McCain was the keynote speaker at the “Soros Convention” (so labelled by the late Robert Novak) in Philadelphia.
    Soros has dirtied both sides of the aisle, trust me. And if that weren’t bad enough, he has long held connections with the CIA.


    And I musn’t forget to mention Soros’ involvement with the LSM (Lame Stream Media), the entertainment industry (e.g. he owns 2.6 million shares of Time Warner), and the various political advertising organizations he funnels millions to.
    As Matthew Vadum writes, “The liberal billionaire-turned-philanthropist has been buying up media properties for years in order to drive home his message to the American public that they are too materialistic, too wasteful, too selfish, and too stupid to decide for themselves how to run their own lives.”

    Richard Poe writes, “Soros’ private philanthropy, totaling nearly $5 billion, continues undermining America’s traditional Western values. His giving has provided funding of abortion rights, atheism, drug legalization, sex education, euthanasia, feminism, gun control, globalization, mass immigration, gay marriage and other radical experiments in social engineering.”


    Some of the many NGOs (None Government Organizations) that Soros funds with his billions are: MoveOn.org, the Apollo Alliance, Media Matters for America, the Tides Foundation, the ACLU, ACORN, PDIA (Project on Death In America), La Raza, and many more.     Poe continues, “Through his global web of Open Society Institutes and Open Society Foundations, Soros has spent 25 years recruiting, training, indoctrinating and installing a network of loyal operatives in 50 countries, placing them in positions of influence and power in media, government, finance and academia.”

    As I’ve said before, America currently faces the greatest challenge to its existence as a free republic since the Civil War. And as we go, so goes the world.
    So is Soros to blame for all of America’s woes?
    Without Soros, would the Saul Alinsky Chicago machine still be rolling? Would SEIU, ACORN, and La Raza still be pursuing their nefarious activities? Would Big Money and lobbyists still be corrupting government? Would our college campuses still be retirement homes for 1960s radicals? Yes, yes, yes, and yes—but to much less of a degree.
    The purpose of this article is to point out that without the financial skullduggery and Machiavellian manipulations of Soros, America would be a considerably safer, saner, and stabler place to live.
    America stands at the brink of an abyss, and that fact is directly attributable to Soros. Soros has vigorously, cleverly, and insidiously planned the ruination of America.

    His conduct has been immoral, duplicitous, and traitorous. Stripping Soros of his U.S. citizenship, should be one of the first steps taken during the upcoming courtroom trials.

    And trials there must be. No matter the cost, the nest of vipers on Capitol Hill, and all of the traitors in the government at large, must be brought to task for their behavior, or a free America is doomed.

    The words of Patrick Henry are apropos: “Is life so dear, or peace so sweet, as to be purchased at the price of chains and slavery? Forbid it, Almighty God! I know not what course others may take, but as for me, give me liberty, or give me death!”

    These days, Patrick Henry’s sentiment is more than just some quaint hyperbole from long ago—it’s a slow burning, but intense, glow that fires our courage and heart.

    Is this Voter Fraud in the Making?

    This mailer arrived in our box for my wife today. My first suspicion was that this mailer was under her ‘familiar’ name, not her ‘legal’ name. Plus, she’s already registered to vote.
    But there was something fishy about this mailer so I couldn’t help but delve deeper.
    It appeared to come from the Virginia State Board of Elections, but upon further investigation it actually came from the Voter Participation Center, which is a partner organization with the George Soros funded Center for American Progress and both groups have direct ties to the Obama White House. It started out as part of the Tides Foundation. Looking at the biographies on these sites show lots of people with ties to the Obama and Clinton Administrations, and is part of the Democrats’ criminal syndicate. Have a look at this from Discover the Networks. And this from Wikipedia.
    The VPC also focuses on educating policymakers and media on issues impacting what it calls the “rising American electorate”, including a series of reports produced in March 2010, in partnership with the Center for American Progress.
    Now. Notice the address on the return envelope

    The entire address for the State Board of Elections is correct up until the zip code, so this is NOT going to the State Board of Elections at all, but to some unknown post office box to land in the hands of God knows? That you are to put your full name, Social Security Number, address and date of birth is a real cause for concern in the age of rampant identity theft. But I digress.
    Notice how official looking this is, then notice the black print in the gray background showing Voter Participation Center, with an address of 7109 Staples Mill Rd, #160, Richmond, VA

    I decided to take a little ride to see what was at this address and here it is.



    After more digging it turns out that the very same thing happened in Wisconsin back in February, including the zip code spoofing of their Government Accountability Board. The blogger over at the Lizzie Files put up a post, showing the exact form from the same group with minor differences like the mailing address.
    Also in February, VPC was sending out invalid forms in Colorado.
    World Net Daily just reported that VPC doesn’t much care if they’re mailing these forms to non-citizens, either.
    VPC Chief Operating Officer Gail Kitch said the potential for voter fraud and citizenship status is not the group’s concern.
    “That’s not really the issue,” she said. “I couldn’t answer that question based on the level at which we’re involved. I mean, their citizenship is not something … we would not have any way of knowing that.”
    Kitch added that her organization is relying on the integrity of those who receive the applications.
    “I think the person themselves, the person who is receiving the form, has the obligation. We’re just sending the form; we’re not even registering people to vote,” she said.
    “This is not issue we’re addressing,” she said. “In other words, is this person actually a U. S. citizen?”
    Be very, very cautious this election cycle. The Democrats are up to their usual corrupt behavior and there is sure to be more of it coming down the pike.
    UPDATE: Look for more information sometime tomorrow. This mailer was received over the weekend so contacting the State Board of Elections, the United States Postal Service or Voter Participation Center was not possible. Those are on my To Do list for first thing tomorrow.
    I’ll fill you in with the results of my discovery as soon as I can.
    UPDATE: The call to the State Board of Elections was a bit disappointing, when they told me to just ‘Destroy It’, then furnished a phone number that turned out to be Voter Participation Center’s unsubscribe line.
    In communications with J. Christian Adams from the Election Law Center, he indicated that it’s not illegal, even if they are spoofing the address. But since nobody knows who is actually receiving this highly sensitive information and what their intentions are or how trustworthy the recipient is.
    More calls have been made and the Attorney General’s office has been made aware, as has the Commonwealth’s Attorney.
    Additional calls and inquiries are under way.

    A nationwide voter-registration effort encouraging participation by minorities effectively is encouraging noncitizens to vote.
    The Washington, D.C.-based Voter Participation Center is using large mailing lists from commercial and nonprofit organizations to send voter registration forms to people they believe have been underrepresented in the political process.
    The VPC’s website openly says its focus is on minority women and the unmarried.
    “The mission of the VPC is to boost the civic engagement of unmarried women, people of color and 18-29 year olds – the three demographic groups who comprise the Rising American Electorate,” the VPC says.
    “These Americans make up 53 percent of the voting-eligible population and are responsible for almost all of the U.S. population growth in recent years, but were only 42 percent of the 2010 electorate and 47 percent in 2008,” the organization explains.
    However, noncitizens are also receiving the forms, which worries legal analysts and voter groups like Grassfire Nation that are campaigning for voter ID laws.
    VPC Chief Operating Officer Gail Kitch said the potential for voter fraud and citizenship status is not the group’s concern.
    “That’s not really the issue,” she said. “I couldn’t answer that question based on the level at which we’re involved. I mean, their citizenship is not something … we would not have any way of knowing that.”
    Kitch added that her organization is relying on the integrity of those who receive the applications.
    “I think the person themselves, the person who is receiving the form, has the obligation. We’re just sending the form; we’re not even registering people to vote,” she said.
    “This is not issue we’re addressing,” she said. “In other words, is this person actually a U. S. citizen?”
    Citizenship status is an issue for many Americans, and even some non-U. S. citizens who have received the mailing.
    A Japanese permanent legal resident of the U. S. who received a VPC application, and who asked not to be named, says she was surprised to get the mailing.
    “Why did they send this to me unless they want me to illegally register to vote?” the Japanese woman asked.
    “I’ve been turned down for jury duty after returning the summons with the noncitizen block checked,” she said. “The city’s census records that I’m not an American citizen.”
    “What other reason could they have for still sending me the application unless they’re hoping I’ll register anyway?” she asked. “They’re encouraging people to cheat, and this is only going to corrupt the process and make honest elections almost impossible.”
    The Japanese woman’s statements raise the issue of how the Voter Participation Center gets its names.
    The group’s website says it has a huge pool of names to draw from for the mail effort. Kitch said they get the lists from “vendors.”
    “We don’t have a database; we acquire names from lists that are provided by vendors,” she said. “The folks we get the names from are commercial list vendors – the kind of folks who do the Publishers Clearing House.”
    She added, “We work with people who have names who would fit within the groups we’re talking about, the Rising American Electorate. As far as folks being registered, our vendors are always checking so we are relying on our list vendors, and we’re doing what we can, to do what they can to make sure as much as possible the registration status of anyone we’re mailing to.”
    The group’s “State and National Partner’s” page lists groups that are working with the VPC in the voter drive.
    “The VPC also has a variety of national partners including, the League of Conservation Voters Education Fund (LCVEF), Project Vote, US Action Education Fund and the NAACP,” the website said.
    Among the state partners is a Colorado-based group, Colorado C3 Roundtable, and Wisconsin’s Voices.
    However, Kitch would not say if her group is concerned about whether noncitizens can return the forms.
    “I appreciate this, but that question is so far beyond anything I can imagine. I guess the hypothetical thing brings me up a bit short,” Kitch said.
    The organization was involved in a registration solicitation controversy during the last presidential election.
    At the time, Page Gardner, identified by Voter Participation as its founder, wrote about robocalls that were made to North Carolina residents who had been sent voter registration applications.
    “These calls were our sincere attempt to encourage voter registration for those not registered for the general election this fall,” Gardner said. “We understand North Carolina’s primary registration effort deadline was April 11, (other than those participating in early voting who may register and vote at the same time this week). We apologize for any confusion our calls may have caused. Our intent and purpose was solely to call attention to the registration applications we hope will be completed and returned to the Board of Elections office making thousands more North Carolinians participants in one of the most important elections of our lifetimes.”

    Driving Population Growth, Significantly Under-registered and Underrepresented in Electorate, Hurt by New Voting Rules and Restrictions


    The Unprecedented Growth of the Rising American Electorate
    According to the latest Census data, the RAE is overwhelmingly responsible for the recent growth in the U.S. population:

    • The RAE accounted for 81 percent of the growth between 2000 and 2010 and a jaw dropping 95 percent between 2008 and 2010.
    • Unmarried women and Latinos drove the explosive growth of the RAE in the last decade, both growing by 8 million between 2000 and 2010.
    • These two factors—the stunning growth in the RAE as a whole and the particular growth of unmarried women and Latinos —are critically important to note because:
    • Marital status is a major determinant of participation; unmarried women register and turnout to vote at lower rates than married women.
    • While the groups in the RAE are the most under-represented groups in the electorate, they make up the new majority in this country whose views are not being represented by their elected leaders.

    In 2010, more than 71 million unmarried women, people of color and people under thirty—the groups that make up the Rising American Electorate and the majority of voting eligible members in America’s democracy—did not vote. Nearly two thirds of them, 46 million, were not registered to vote; 25 million were registered but did not vote. In 2008, the last presidential election year, more than 46 million Rising American Electorate members failed to vote. Of those non-voters, 37 million were not registered compared to 9 million who were.
    Clearly, too many people are still standing on the sidelines of our democracy. More than episodic, on-year registration, education and outreach efforts must be made to boost their engagement, participation and representation. The VPC knows from its research that the greatest reason the RAE cites for not participating is lack of information on the candidates and policy debates. Provide information and greater citizenship follows.
    This is especially true in the rapidly changing voting environment — the ways Americans register and vote have changed dramatically (by mail, online, and early voting in-person, for example) and new voter requirements have been imposed in 11 states, with the list still growing. The need to provide the RAE with information about these changes gives the work of the VPC added urgency.
    The Rising American Electorate: Significantly Under-registered
    Large percentages of the groups that make up the RAE are not registered to vote:

    • 39 percent of unmarried women who are eligible are not registered, representing 28 percent of all unregistered citizens
    • 51 percent of young people between 18 and 29 who are eligible are not registered, representing 31 percent of all unregistered citizens
    • 37 percent of African Americans who are eligible are not registered, representing 12 percent of all unregistered citizens
    • 48 percent of Latinos who are eligible are not registered, representing 12 percent of all unregistered citizens.

    The critical first step toward increasing the civic engagement of these groups is registration. In a presidential election year, for every one voter in the RAE who was registered and did not vote, there were four who were unregistered and therefore could not vote.
    The RAE share of the electorate tells the same story. In presidential election years and off, unmarried women and the RAE continue to be significantly less than their share of the voting eligible population.
    The Changing Voting Environment: The Need for More and Ongoing RAE Outreach
    The voting environment is changing dramatically – in terms of how RAE voters cast their ballots, receive information and ensure they are qualified to vote in states that have imposed new voting requirements.

    • Estimates indicate that about 30 percent of 2008 votes and 26 percent of 2010 votes were cast by mail or in early voting locations and non-Election Day voting continues to grow rapidly.
    • Some states and counties are moving to all mail elections.
    • Other states are imposing new voter identification requirements that make voting more complicated and difficult, especially for the RAE, who are not traditionally engaged in the public or political debate. The most common new requirement, that citizens obtain and display unexpired government-issued photo identification before being allowed to vote, was advanced in 35 states in 2011 and passed in 11 others. This requirement disproportionately and negatively affects the RAE, according to the Brennan Center for Justice reports, “The Truth about Fraud” and “An Analysis of Voter Fraud in the United States.” The VPC must run programs to inform voters of the changes in these laws while providing them with ways to ensure their franchise is easily exercised and protected.
    • Other states are adopting approaches that ensure that voting becomes more time-consuming and burdensome. Maine has eliminated same day voter registration and 19 other state legislatures, including Texas, Nevada and Pennsylvania, have considered enacting similar laws. Florida and at least six other states have introduced legislation making it harder for independent, third- party registration groups to operate – a significant impediment for underrepresented voters, who register with these groups at a higher rate than other voters.

    This rapidly changing operating environment demands an extensive and ongoing commitment to educate the RAE about these new developments and changes in voting technologies, timing and requirements.
    To that end, the VPC is implementing ambitious registration, turnout and voter education programs, developing pioneering models and other tools, and establishing partnerships with state and national groups to scale-up the reach and efficiency of RAE contact and mobilization efforts both in targeted states and that can be aggregated nationwide.
