Feds Buy Border Fence ... for Ukraine

As part of the U.S. Crisis Support Package for Ukraine announced by the White House in April, the State Department awarded a $435,000 contract to B.K. Engineering System in Kyiv for razor wire to help "defend the newly imposed borders between Ukraine's mainland and the Crimean peninsula." The contract was awarded on June 12, but was just posted online this week.

An $8 million "non-lethal assistance" package was announced at the same time as a larger $50 million aid package for Ukraine to "help Ukraine pursue political and economic reform and strengthen the partnership between the United States and Ukraine." The razor wire (Concertina) is included under "[e]ngineering equipment, communications equipment, vehicles, and non-lethal individual tactical gear for Ukraine’s Border Guard Service" that was spelled out in the April Fact Sheet. The contract notice posted online says:
[T]his order is for the delivery of 2,500 spools of Concertina wire for the State Border Guard Service of Ukraine referenced in the Office of the Vice President's Fact Sheet entitled "U.S. Crisis Support Package for Ukraine" dated 22 April 2014. This Fact Sheet includes Security Assistance in which the Office of the Vice President announced the provision of urgently needed non-lethal assistance to the State Border Guard Service of Ukraine to fulfill its core security mission.

The Federal Government Bought A Border Fence…For A Country Nearly 6,000 Miles Away

In April, U.S. policymakers authorized a Crisis Support Package for Ukraine. While the White House had previously released information on what the package would cover, it wasn’t until Thursday that the government published a report detailing how the U.S. would help fund a project for a border fence to help separate Ukraine and Crimea.
From Fedbizopps.gov, here is a screenshot of the contract awarded:

In addition, the order specifies that it will take care of the cost of 2,500 spools of concertina wire. The purpose of concertina wire is to prevent the passage of humans and animals.

Sure, there may be a border crisis in Ukraine, but we have one here at home as well. In 2013 alone, the United States Border Patrol reported on 414,397 illegal immigration apprehensions. However, opinion is split on whether those numbers are accurate because many illegal aliens are caught trying to cross more than once.

To throw more fuel on the fire, public officials and intelligence experts warn that the terror group ISIS could take advantage of our border security vulnerabilities and slip through undetected.

Lawmakers chose to help Ukraine with their border security as a preventive measure with Crimea. We can only ask that they afford us the same courtesy with our border, here at home.

America Buying a Border Fence for Ukraine, But DHS Says Border Fences Don’t Work

Posted on 17 August, 2014 by Rick Wells

Only in the United States could the enumerated powers and responsibilities of the Executive Branch be ignored by the “president” while he simultaneously provides those same protections to foreign countries around the globe.
The latest instance of our federal hypocrisy is occurring now, in the standoff in Ukraine. Hussein Obama’s State Department has granted a contract for the delivery of 2,500 spools of Concertina wire to the government of Ukraine for the purpose of securing their border with Russia.
Of course, that is a tactic that only works outside of North America. On our continent, border fences are mysteriously ineffective. At least, that is what those who are supposed to be protecting our nation have repeatedly told us.
Fences still function just fine at prison facilities, warehouses and military installations. There’s even a security fence for some strange reason around the White House. But they would never work to keep people from crossing our open border.
The concept of border fences is so “foreign” to our federal government that whoever typed the notification even misspelled the word security. It was probably a subconscious thing, with them just unaccustomed to seeing that word in such close proximity to the word “border.”
The notice describes this as “urgently needed” assistance to the State Border Guard Service of Ukraine. Maybe they’ve got Russian children trying to break into their country. Those Ukrainians are just wasting America’s money trying to secure their country if that’s the case. We all know there is no way to stop determined children. Once they’ve made their mind up to break into your country, there is no option but to build detention centers, find them homes and throw money at them.
If the Ukrainians are lucky, they’ll just have to guard against the Russian military. Fencing has a chance of working if they are only trying to keep out armed foreign soldiers.
The posting appeared on the government business opportunities website at this link.

Feds buy border fence for nowhere near Mexico

Razor wire to be erected 6,600 miles from Rio Grande

    August 18, 2014

The U.S. Department of State recently purchased 2,500 spools of Concertina razor wire to complete a border fence that online distance calculators determine is over 6,600 miles away from the Rio Grande.

Instead of completing the still unfinished border fence dividing Mexico from the United States, the $435,000 contract is designated to purchase fencing for the border between Ukraine and the Crimean Peninsula.

The fencing is part of an $8-million “non-lethal assistance” package originally authorized in April.

“This order is for the delivery of 2,500 spools of Concertina wire for the State Border Guard Service of Ukraine,” explains a federal notice posted at FedBizOpps.gov. “Concertina (Razor Wire) is necessary for the State Border Guard Service to defend the newly imposed borders between Ukraine’s mainland and the Crimean peninsula and to strengthen Ukraine’s eastern border.”

The contract was awarded to B.K. Engineering System in Kiev, the capital city of Ukraine.

Meanwhile, U.S. Border Patrol agents are struggling just to process the tide of immigrants illegally streaming across the border from Mexico, where a 700-mile long fence, originally authorized by law in 2006, has yet to be completed.

On Oct. 26, 2006, President George W. Bush signed the Secure Fence Act of 2006, which required the Department of Homeland Security to “achieve and maintain operational control over the entire international land and maritime borders of the United States,” including construction of “physical infrastructure enhancements to prevent unlawful entry by aliens into the United States.”

The law originally set a deadline of May 30, 2008, to complete fence construction.

Lawmakers and federal officials have since pointed out that Congress has failed to appropriate sufficient funds for completion of the fence. To this date, more than 600 miles of fencing have been constructed along the U.S. southern border, but significant portions of the barrier remain unfinished and easily crossed by illegal aliens.
