Judy, maybe they "can't" but they DO, and it isn't just in El Paso, TX. It is entirely possible that the city gov't is corrupt, I couldn't say that for sure because no one has proven that. But the police are not allowed to challenge illegals. Period.
Did you know that there are origanizations within the police departments. Such as the Hispanic Police Assoc., or the Chicano Police Assoc. to name a few. It makes it hard to challenge illegals while supporting those groups.
