    Construction can be funded without legislation changes

    What the appropriations bill said was that none of the MONEY APPROPRIATED TO DHS FROM CONGRESS could be used to fund construction, not that construction could not begin. The Secure Fence Act of 2006 is the mandate that DHS is operating under and nothing in appropriations can change that. They can only tell DHS what they may or may not do with the money in that particular bill. The process we've found bypasses that and gets the money straight to DHS with the condition that it can only be spent on construction.

    Sorry to be a bit late to the game here, I'm the Quentin Kramer in the letter there and I'm happy to answer any other questions you all have about what we've been working on.
