    Dear Constituent,

    I was asked to repond to your email to the Governor's Office, relative to
    undocumented immigrants receiving driving privilege in Utah.
    This is an emotional issue across the country and has been for some time.
    Each side of the issue maintains some valid arguments to support their position.
    The solution is, therefore, not as easy as one might hope.
    The Utah legislature passed a bill in 2005, which is seen as a compromise.
    it gives undocumented immigrants opportunity to drive for employment and other
    needs with a DPC (Driving Privilege Card), not a driver license. The DPC may
    not be accepted as identification by any state entity, and therefore cannot be
    used in obtaining other state services. It is valid for only one year at a time
    but requires the same proof of identity, Utah residency, and fees as does a
    regular driver license. (In some cases it also requires proof of legal
    presence.)
    We have not observed any noteworthy problems since implementation of the
    bill; in fact we have seen a couple of positive indicators: An audit shows that
    85% of DPC holders have vehicle insurance. Also these individuals are in the
    driver license data base, which enables us to more accurately determine their
    numbers and whereabouts.
    I am sure that the DPC is not the final solution to the illegal immigrant
    concern, however it does something positive while a permanent resolution is
    being sought.
