To the Chairman,
I think that the typical incentives often given for Central Americans to illegally migrate to the US are poorly understood. And even less understood are US programs already established to deal with these incentives:
1. Activity of Street Gangs
The US had had experience in dealing with trans national gangs, and has established programs to help other countries in the Western Hemisphere deal with their gang issues. The US Department of Justice has the National Gang Center, which has offered to train foreign police forces in anti gang methods including community development:https://www.nationalgangcenter.gov/
Rather than accept questionable claims that people are fleeing gang violence, let us instead activate these programs and offer cooperation with police forces of other countries. Also, many American citizens live in areas where gangs are active and we don't flee this country seeking asylum elsewhere, but stay to change the community.
2. Poverty housing
There are many established programs, either by private charities or by government to help people in Central American countries into better housing. Many Americans go to Central American countries to volunteer specifically on these projects. There are also notable private corporation efforts; CEMEX Corp. based in Mexico has to date enabled 500,000 families to have well built homes, via their Patrimonio Hoy (property now) program. Let these efforts work, and let these people stay in their countries, with direction to these programs rather than make a dangerous trek to the US to enter without documentation.
3. Voluntary charitable efforts. Many Americans have gone personally or known others who have spent time assisting people in Central America via their professional capacity, My own dentist has gone there to volunteer. Many doctors, nurses, builders and others have spent numerous hours volunteering
We are likely just getting a rotating population from any country, that is presently undergoing recession or natural disasters. But we already have provisions for these events. And many of those people simply want to obtain more valuable US dollars, or participate in our economy and send more money out of the US. This ultimately harms our own economy. Allowing this migration due to "incentives" is not the economical or cost effective way to solve anything.
