Rush is right, almost. There is no rule, law, court decision, constitutional clause, nothing that requires our government to handout passports and social security numbers to children of illegal aliens. NOTHING. In fact, the Constitution requires they only do that when or if a person is born here subject to the jurisdiction of the United States, which means children of US citizens. The 14th Amendment does govern US citizenship in that regard. But he's right on the rest of it, naturalization clause is solely Congressional on how people legally in our country can become citizens if they choose to do so and then once they do become citizens, then their minor children become citizens if they want to. But naturalization requires the oath to the United States, hopefully something they would take seriously and mean, although there's no way and much doubt about it until they have to forfeit that passport to their homeland.
