I have seen the same thing on trips to Brazil. They have no zoning laws like we have in the US, so you will see smokestacks belching out smoke in the middle of a busy office and residential part of the city. Houses and businesses are all jumbled together. I remember once watching an old lady walk out of her house, which was connected to the parking lot of a very noisy biker bar where people would cross over her lawn to get to bar, quite nightmarish...

Once illegal immigration gets the go, by renaming it "guest worker" programs, we will see the end of zoning laws in this country.

That will make police enforcement much more difficult, but that is what the Open Border Lobby wants anyway.
