The problem is laws we have had for 20 years haven't been enforced for 20 years. Like many politicians, you want another law for everybody to ignore, just so you can feel good. As long as we give birthright citizenship to alien children born here, then give the family money for them, give them driver's licenses and the ability to live here without fear of deportation (sanctuary), we will keep attracting them.
It affects the citizens and businesses, the government won't have to keep them in, they'll stop coming because of what sanctions do to their whole country, their families will stop telling them to come here because under sanctions they won't be able to send money back home to them. I don't know where you got the idea that their governments would be doing things to them. Sanctions shuts off all money from the United States, it shuts it off to businesses as well as individuals. Their governments will realize immediately the implications and consequences and they'll get on the TV and Radio and send out press releases to their newspapers about what we're going to do if this crap doesn't stop. It will stop in a matter of days.
