No, he was in Argentina when the military started running that concertina wire for DHS. I guess DHS had never done that before, and didn't know they needed permits unless it was on an existing fence structure.

Schumer has already came out and said no money from NAFTA will be used to pay for a border wall. Furthermore, we don't even know for sure how successful, it at all, NAFTA 2 will be.
