Thought it would be interesting to contrast that photo with this statement from the LA Times:
BARACK OBAMA IS NOT AND HAS NEVER BEEN A MUSLIM Los Angeles Times: The Rumors About Obama Are "False And Vile." The Los Angeles Times wrote in an editorial, "That the rumors are false and vile is self-evident...Presidential candidates of both parties have a duty to denounce not only the smear against Obama but the bigotry that underlies it." [Los Angeles Times, 12/3/07]
The man is wearing an islamic cap.
It is traditionally worn during Eid ul-Fitr

and during Eid al-Adha

It is so so sad we are gonna have to live under him for at least 4 years and in 4 years he can change this country alright to an Islamic state I hope the rapture takes place very very soon !!!!!
Every immigrant who comes here should be required within five years to learn English or leave the country.

I don't think it looks doctored. I wonder if it's from his recent trip to Africa?
Edited to add that according to this ( http://snurl.com/20bvj )
right wing blogger's site, the garb is actually that of a Kenyan tribal elder. I can't recall seeing Muslims wearing skirts."Always vote for principle, though you may vote alone, and you may cherish the sweetest reflection that your vote is never lost." -- John Quincy Adams

It is him in 2006 visiting a medrasa in Kenya.
The clothing is Islamic in origin.
http://www.kenya-advisor.com/kenya-clothing.html
First of all, Kenya consists of over 70 ethnic groups (tribes) who all have different traditional dress styles. Secondly, the majority of Kenyans – especially in Nairobi, where the British cultural influence is still very present – dress more or less Western style. Along the coast – for example in Mombasa or Lamu - where a big part of the population is Muslim, some also dress Arabic style.
Here is a blog on the subject:

He was visiting in paternal cousin Odinga, the neouvo Idi Amin. This man is a muslim extremist who has been trying to overthrow the government of Kenya.

Here is what Odinga is involved in:

The Kenya Connection

As he reminded us again after losing narrowly to Hillary Clinton in New Hampshire, Barack Obama likes to evoke Martin Luther King’s “I have a dreamâ€

Here is Obama wearing the same shirt and Khakis on the same trip:

A movie was made to document his trip. He is wearing that same shirt, so I am sure it is from this Kenya trip:

And here is the confirmation of the pic.
Obama is dressed as a Somali Muslim Elder seen here with Sheikh Mahmed Hassan:

I guess he will dress in religious dress from Islam, but he can't be bothered to say the Pledge of Allegiance?

I think it illustrates what this guy is about when it comes to foreign policy. Offended by the mixing of church and state in the pledge, but not buy Islamic dress.
Apprently he isnt pursuaded here either:
