    Has great policy implcations for our country.

    We have long-time illegals, we are not going to round large numbers of people and deport them.

    Current bill, says if you get here by arbitrary date, you get treated one way, and if not, another

    What about people that have been waiting in other countries to come here legally? Some are waiting patiently for many years...

    Recent border crossers would be deemed 'legal'.

    Understand coming here is a 'magnet'. Relates experience...
    Flying on helo in central america recently, ran out of gas - landed quickly. Was there for 4/5 hours on ground. Campesinos came looking, talked with those people for several hours - recalls talking with young woman w/3 kids - what do you aspire for you? Answer: 'to come to America'. Why? 'For the opportunity'.

    Asks 'what if we had no border security, no immigration policy, who would come here'? How many would come here, and from where?

    It is a planet with physical limits....

    But, the net result is, we would have 10's of millions come here - if they could. 'We would be overrun'.

    Immigration is good for our country, it nurtures and refreshes our country.

    We value immigration - but have quota system to provide orderly system.

    Legal people came here, illegal people came here, etc.

    We give near-full benefits of citizenship.

    Important issue, because downward pressure on income levels.

    What has happened in new economy is downward pressure on income levels.

    Relates recent layoffs at Circuit city (3,400 'layoffs' - actually fired).
    3,400 people lost job that day. CEO makes 10,000,000USD .
    Workers fired because they make 11$/hr.

    Tremendous pressure on income levels especially on bottom levels of workers.

    Notes he has just been provided bill....

    Without immigration quotas, everyone would want to escape poverty.

    Mentions Google earth - to zoom in to any spot on the earth. It looks generically like many other places. But is different based on system of government and opportunity.

    Given history and reality, some system is necessary - a legal system of import quotas. Many people have waited for years.

    Mentions visa overstays, and border jumpers.

    Border security has become very important.

    In 1986, Simpson-Mazzoli was supposed to address problem.
    Even as bill was passed, amnesty was granted. Since then, that has failed - promises not kept.

    From then until 2001, 9/11 attacks shown another interest in border security - controlling border and tracking visitors.

    Now 2007, issue is raised - should and must be, the first and most important element of any immigration bill. Responsibility of any imm reform plan. Important to current bill as well.

    If this is important, then other issues important too -

    Guest worker amendment:

    400k people will be alble to come in and take jobs per year.

    Will give 12 million legal status.

    GW provision - comes largely from USCoC and big business - according to Dorgan (his words). Want to outsource jobs for cheap labor, or insource other workers to here - still as cheap labor.

    Here's how it will work - 400k on first yr, stay 2yr, bring family if want to.
    Then have to go home for 1 yr, then can come back for 2yrs, then home 1 yr. then can come back for 2 more yrs.

    "Byzantine proposition" - complex, hard to administer. Makes no sense.

    Assuming we have a labor shortage - why would you do it that way?

    Now addressing the basic assumption that there IS A LABOR SHORTAGE [Yeah!]...

    Now, new chart: shows 1979-2003 from CBO shows income levels to various income groups.

    Bottom 1/5, 4% in 25 yrs; top have gained hugely - substantial inequality of income increase.

    We are told we need to bring in outside workers.

    Case of food service - shows new chart: 86% are legal citizens, workers.
    How is this? Most are Americans? or legal workers?
    Questions why those people need more competing workers for smae job.

    Case of consturction: 88% are Citizens or legal residents.
    Questions why we need more workers here too.

    Case of transportation: 93% are Citizens or legal residents.
    Questions again...

    Why? Want to depress income levels...What is moral imperative?
    Stand up for the workers in this country

    Productivity is on the rise - yet, pay, is stagnant or declining.
    What about CEO salaries...?

    Case of Manufacturing jobs: 94% citizens or legal residents.

    Points out no one in Senate has lost a job to outsourcing...

    Refers to Blinder - economist, case of China says 44-52 million jobs that are outsource-able; even if they stay, they will have competition from outside job competition.

    Yet, we are told we have shortage of workers.

    If you want workers, I'll tell you where to find them: go find the people that used to work for: Levi's, Friuit-of-the-Loom, Huffy bicycles, Fig Newton...etc.

    Imation - shut down ND plant... production going to Juarez Mexico. 1/2 to lose their jobs.

    Yet, we are told we need more GWs to take these jobs...

    New Chart: Study quoted by George Borjas (Harvard) impact on wages by ethnicity of workers...

    Avg 3.6% decrease across the board - for all groups, etc. etc.

    Current discussion - omits Ag workers....

    That is a different issue...(1 million of those legally),

    Then there is TWs,

    Business say, "they just can't find Americans to take these jobs".
    What is at work? "The hand prints of those that want to bring in cheap labor"

    Dorgan is just great. He is one of the few in the Senate who have not lost their minds. Dorgan is just very sensible, patriotic, concerned about the impact of everything surrounding immigration/illegal immigration on AMERICANS (imagine that!). Too bad other Democrats do not have the good sense or character to get on board with what Dorgan is saying. I wish he was among the Democrats running for President, instead of complete sell-outs like Hillary and Obama.

    I support border security.


    New Chart: Shows bar chart shows decline in enforcement - worksite enforcement - boosh admin hasn't done anything with enforcement.
    Chart shows downward trend over last 4-5 years.

    'Pathetic enforcement - looking the other way'

    Urgent problem with immigration.

    Bringing in more workers doesn't make any sense to me...

    About NewYorker that died, a man Stanley Newberg, immigrant that came with parents - jewish - to escape Nazis, walked around peddling fish in NYC, he learned english - went to school, graduated, went to college.
    got job in aluminum company, came to manage the company, later bought the company. Later, he died. Opened his will - left $5.7 million to US gov't 'With gratitude for the privilege to live in the US of A'.

    With no imm. quotas we would be 'overrun' - so we have a process of legal immigration.

    I rise in opposition to the amendment.

    I agree with many of his points.

    There are several reasons why a GW program is a good idea.

    It will help relieve pressure on the border.
    Some say there are jobs are Americans just won't do - but this is not true.

    ..blah, blah


    We want to eliminate the magnet of llegal employment. [He is arguing for guest worker program ]

    Key is to have a safety valve, to have ability to give visas for temp workers to come in - whether it is 1yr or 2 yrs. etc.

    Kyl just said that roughly half of those that work in landscaping, construction, hotel housekeeping, etc. are American citizens!

    He needs to check his facts, I would suggest more than 50% of the folks working in those employment fields are American citizens!
