I totally agree with this view. The Obama set refugee limits at 110,000 as he was leaving office, Trump reduced them to 50,000 because 25,000 of Obama's had already been approved prior to Inauguration. Trump can set his limits at ... ZERO .... for next year because we have an abundance of issues in our country, 2 Hurricanes to rebuild from, an escalation of war in Afghanistan, and an pending war in North Korea. We have no time or money to deal with people in other countries at this time or in the foreseeable future who are not part of a significantly reduced highly selective merit-based visa and green card immigration program as proposed through the RAISE ACT.
